5/ Does not include work performed within the confines of military reservations.

6/ Includes all expenditures for highways from the Highway Trust Fund that are not included in FHWA accounting records. Jointly-administered programs are shown as FHWA expenditures.

7/ Excludes Forest Development Trails Program trails for timber access and forest management that do not provide full public access.

8/ States are permitted to shift a portion of the funds received from the Highway Account to mass transit purposes. Amount shown includes funds administered by the Federal Highway Administration, Federal Transit Administration and Federal Railroad Administration for mass transit purposes.
