1/ Payments into the Fund include only the net highway user tax receipts and fines and penalties deposited in the Highway Account of the Federal Highway Trust Fund. Excluded are motor fuel tax amounts transferred to: the Mass Transit Account of the Highway Trust Fund; the Leaking Underground Storage Tank Trust Fund; and the General Fund for deficit reduction. In addition, amounts representing motor-boat use of gasoline are transferred to the Aquatic Resources Trust Fund and the Land and Water Conservation fund.

2/ Total Federal Highway Trust Fund receipts (for apportionment purposes only) are reported by the U.S. Department of the Treasury . Payments into the Highway Trust Fund attributable to highway users in each State are estimated by the Federal Highway Administration.

3/ Includes all funds apportioned or allocated from the Highway Trust Fund except where FHWA does not directly allocate the funds to the States, e.g., portions of Indian Reservation Roads and safety programs.
