2/ Programs discontinued under TEA-21 include ninety percent minimum allocation, donor State bonus, and projects mandated by ISTEA (these projects were identified in Sections 1103-1108 of the Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991.

3/ Includes miscellaneous programs funded by the highway trust fund and general funds administered directly by FHWA and expenditure of funds transferred to FHWA by other agencies.
