Project Overview

Why Data Integration?

  • FHWA manages a variety of mission-critical systems
  • Systems currently operate independently of one another
  • Performance management initiatives will create a demand for integrated data sources
  • An enterprise data system will provide a comprehensive source of information for performance management purposes

Scope of Work (SOW) Tasks

  1. Assessment of Core Databases and Existing Architecture
  2. Strategic Plan Development
  3. Data Integration Platform Design (Test)*
  4. Data Integration Platform (Final)*
  5. Final Documentation Development*
  6. *Optional Tasks to be exercised by FHWA

SOW Tasks (cont'd)

  1. Assessment of Core Databases and Existing Architecture
    • Review system documentation for FMIS, HPMS, NBI, and RADS
    • Interview stakeholders et al. responsible for maintenance and development of the systems
    • Prepare documentation describing data collection/reporting requirements, results of gap analysis, and recommendations

SOW Tasks (cont'd)

  1. Strategic Plan Development
    • Prepare a strategic plan for the implementation of a data integration platform
      • Enterprise system architecture
      • Web-based analysis/reporting tool

Deliverables

Task 1 – Due within 10 weeks of work authorization date

Task 2 – Due within 18 weeks of work authorization date

Task 3 – Due within 38 weeks of work authorization date

Task 4 – Due within 52 weeks of work authorization date

Task 5 – Due within 96 weeks of work authorization date

Task 1 Findings

Task 1 Findings

  • Identified the programmatic needs and architectures for each system
  • Indentified the various data exchanges pertaining to each system
  • Identified the key outputs and reports generated via each system

Current Systems Overview

Flowchart showing how FHWA missions is supported by RADS, HPMS, FMIS and NBI.

HPMS Overview

Flowchart showing how the HPMS data is checked, verified, and used in reports, and in cooperation with other agencies (EPA, Census, LTPP, AASHTO), and relied upon by Congress and OMB, as well as State Planners.

NBI Overview

Flowchart showing how Bridge data is uploaded, and reviewed by FHWA, for reports, and use by FHWA Divisions, State DOTs, other Federal Agencies, and Congress and the media.

FMIS Overview

Flowchart showing how FMIS data is uploaded (including allocations and apportionments), and reviewed by FHWA, for reports, and use by FHWA Divisions, State DOTs, other Federal Agencies, and Congress and the media

RADS Overview

Flowchart showing how RADS data is uploaded by State DOT and Federal Lands offices, and how the information is collected, and reviewed by FHWA, for reports and use by FHWA Divisions, State DOTs, other Federal Agencies, and Congress and the media.

Task 1 Findings (cont'd)

  • Documented individual program requirements
  • Indentified gaps between the program requirements and systems
  • Assembled recommendations to address gaps
  • Identified integration variables
  • Evaluated Data Integration Platform implementation options

Implementation Option Overview

Data Integration Architecture (Basic)

lowchart illustrating how HPMS, RADS, NBI, and FMIS are extracted, captured, reviewed, and desposited, and used in reports for data exploration, visualization, dashboards, and used by the end users , who can has access is a Security UPACS setting.

Proposed Integrated View of the Core Systems

Flowchart illustrating the proposed integrated systems of FMIS, NBI, RADS, and HPMS, in allocating, apportionment of projects, and how efficient these projects are, and describing what the need is for the spending on the project(s).

Data Integration Platform Requirements

Flowchart of the "Data Integration Platform Requirements" of HPMS, RADS, FMIS, and NBI, for using in statistical tools, SQL tools, and analytics, as well as reports.

Next Steps

  • Requirements Development/Coordination
    • Stakeholder Group
    • Program Offices (HQ, Divisions)
  • Strategic Implementation Plan
