Description

The Hudson-Bergen Light Rail (HBLR) is a 20.5 mile light rail transit system to encompass 32 stations and five regional park-and-ride lots running north-south on the New Jersey Hudson River waterfront in Hudson and Bergen counties.

The project is being implemented in phases. An initial $1.1 billion, 9.5-mile operating segment with 16 stations was completed in 2002. Four of the stations accommodate transfers to other transit systems, ferries, and regional rail. There are also four park-and-ride sites located close to stations providing nearly 3,000 parking spaces.

Construction is currently underway on a 6.2 mile expansion, which will extend the initial operating segment to both the north and the south. This work is scheduled for completion in the fall of 2005

The 9.5-mile initial operating segment was fully completed in September 2002. An initial 7.3-mile , 12-station phase (from Bayonne to Jersey City ) opened April 2000. A second 1.0 mile, 3 station phase in Jersey City opened in November 2000. The third and final 1.2 mile 1-station section to Hoboken Terminal was opened in September 2002.

In September 2000, New Jersey Transit negotiated with 21st Century Rail, to construct a six-mile extension to the initial operating segment. This subsequent section referred to as “MOS-2” extends the system southward from East 34th Street Station in Bayonne to a new terminal station with a park-and-ride facility at East 22nd Street in Bayonne , and northward from Grove Street in Jersey City , to Tonnelle Avenue Station, in North Bergen . Civil construction, infrastructure and public utility construction, and construction of rail systems and station facilities is in progress throughout this six-mile extension, and is scheduled for completion in the fall of 2005.

The DBOM project delivery approach was selected because of the estimated eight years that would be saved compared to the traditional multiple design/bid/award/construct approach
