Rowland Named FHWA Chief Counsel Federal Highway Administrator Mary E. Peters today announced the appointment of James A. Rowland as the Federal Highway Administration's (FHWA) chief counsel. "Jim's legal experience and his years working with transportation issues in Congress will be of great value to the FHWA as we continue to address the transportation challenges that lie ahead, particularly reauthorization of the highway bill," Peters said. Rowland most recently served as minority chief counsel on the Senate Committee on the Judiciary Subcommittee on Immigration. Before that, he was legislative counsel to U.S. Sen. Sam Brownback, (Kansas) where he handled transportation issues for Brownback's assignment on the Commerce, Science and Transportation Committee. He was also staff assistant to former U.S. Sen. Robert Kasten (Wisconsin). Rowland, originally from Milwaukee, is a resident of Washington, DC, and has a bachelor's degree and a law degree from the University of Wisconsin.
