Comments: Piloted a fuel clause on a single project in 2005. Then, in December 2006 WSDOT standardized a Fuel Adjustment General Special Provision for all projects greater than 200 working days that contain any of the eligible bid items (primarily earthwork, surfacing, paving and structures). Once 10% trigger is tripped, adjustments (both credits and payments) are applied to actual quantities of work paid in the current months estimate based on fuel consumption factors obtained from FHWA Technical Advisory T 5080.3.

Fuel adjustment began in 2004 for motor fuels and burner fuels. Adjustment applies when prices indices are outside of 85% to 115% of bid price; adjustment is made by formula, by type of fuel. Contractor, in their bid proposal must declare if contract will or will not include Fuel Adjustment. Starting in our October 2005, material cost adjustments will be proposed for corrugated metal pipes, reinforced concrete pipes, geotextiles, geogrid, paving fabric, wood fence posts, fence wire, seed and mulch. An overrun of more than 25 percent from original quantity or a price change of plus or minus of 15 percent from original quoted price will trigger a price adjustment.. |
