C-56 E. Blind Bid Opening

Contractor submits bid
Consultant submits engineering estimate
Third party submits independent cost estimate

1. Prepare M&P spreadsheet for blind bid opening
2. a. Designer Creates Engineer Estimate
   b. Contractor Creates price proposal
   c. Third Party Independent Cost Estimate
3. Bids & Estimate Submitted to Password Protected Blind Bid Spreadsheet
4. Compare EE, ICE and contractor to each other
5. Discuss areas that are not within 10% of each other
6. Repeast blind bid opening up to 3 times.  Then submit bids to EBS for the normal bid opening process
7. Have all blind bids been opened?
8. Submit bids to EBS for the normal bid opening
