Proposed Rules on Right-of-Way and Environment

The FHWA Office of Real Estate Services published a Notice of Proposed Rule Making (NPRM) on right-of-way program administration in the Federal Register, December 24, 1998.

The US Government Printing Office (GPO) provides complete TEXT and PDF file versions of the NPRM at the web site given below. You will need to scroll down about 1/3 of the page to locate the files under the headings: Federal Highway Administration, PROPOSED RULES, Right-of-way and environment, Right-of-way program administration, 71238-71249 [FR Doc. 98-33994].

The public may comment on the NPRM until March 24, 1999.

The Department of Transportation (DOT) provides an on-line response capability through their Document Management System (DMS). Use the Docket Number 4315 to access the reference page. You can also read prior notices and responses on the same topic by entering Right-of-Way (include the dashes) under Keyword search.

At either location, click on the FHWA-1998-4315-1; 24-Dec-98 entry and use Submit to enter an anonymous or registered comment.

The DMS site provides a brief abstract plus full text of the NPRM in TIFF and PDF file formats. Check HELP, Document Viewer Information for TIFF software resources. PDF software resources are located at Adobe Systems Incorporated (http://www.adobe.com). Once the preferred software is installed, scroll to the bottom of the NPRM document page and select VIEW.
