  1. FLASHING LIGHTS ON OUTDOOR ADVERTISING SIGNS (23 CFR 750.154(c)). The term flashing lights is not limited to electric lights. It includes moving reflective disks that reflect light in a flashing manner and rotating slats that create the effect of flashing or moving light.
