A Case Study

Brief Overview of State's Outdoor Advertising Program

The outdoor advertising (OA) program in Kansas is administered under the Bureau of Right of Way, Kansas Department of Transportation (KDOT). The state is split into six districts, but the program is run centrally out of the Headquarters office in Topeka. All commercial signs in the state are licensed, but only legal, conforming signs located in unzoned areas require a permit. Licenses are issued by county of location, not by sign facing, so a single license can cover several sign structures. Licenses are renewed yearly on the anniversary date of their issuance, and fees are a set amount ($10) per county in which a sign owner has signs, with a maximum annual fee of $250. Every physical sign structure is assigned a sign number regardless of how many faces there are on the sign. A sign number may or may not have a permit number. Permitting is a one-time fee. Kansas has on the magnitude of 8,800 active signs including non-commercial signs (e.g. state signs, directional signs, etc.) that do not require a license. Approximately 5,000 of those signs are commercial signs requiring a license. Since several signs can be under one license, there are approximately 900 active licenses. Of the commercial signs requiring a license, about 500 of them are in unzoned commercial and industrial areas thereby requiring a permit. The Kansas data collection system is called Right of Way Outdoor Sign/Salvage Yard System (ROW System).

Motivation Behind Selection of System (Technical and Administrative Drivers)

What prompted need for system?

The need for a new system was dictated by a state government-wide decision to eliminate an existing mainframe system that was used by several state departments, KDOT being one of them. The state determined that the system was too expensive and that individual agencies should have their own data support systems. Although there were recognized weaknesses in the previous system for handling OA program data needs, the impetus for the design of the ROW system was primarily this state-level decision, not the inadequacy of the previous system. The technology to be used for the new agency level systems was prescribed by the state.

What were your system requirements?

The previous system addressed the program's needs fairly well. However, a system that was more functional with regard to fielding telephone inquiries or data requests was desired. A system that could handle the administrative processes of renewing licenses, generating renewal letters, etc. was also desirable.

Process of system selection?

The basic type of system to be developed was dictated by the state. An information systems contractor was already under contract to KDOT for various other services. Using this contractor to develop the system, as opposed to going through a competitive bidding process, was also dictated by the state.

System Design and Development Process

Contractor versus in-house development?

A contractor, Triple-I Corporation, was used to develop the system. Triple-I Corp was not, however, selected through competitive bid specifically for the design of this system. The contractor was available to the Bureau of Right of Way through an existing contract with the Kansas Department of Transportation for various information services related tasks.

Who and what process was involved in technical planning and system design?

The Outdoor Advertising Manager and individuals from the Bureau of Computer Services, were involved in planning the system with the contractor. The Outdoor Advertising Section of the Office of Right of Way met with the contractor to define what the system needed to be able to do. The Bureau of Computer Services (BCS) was responsible for securing equipment and servers and with the long-term maintenance of the system. The group did not, however, formally organize itself into a "planning team". These individuals had knowledge of the development of the system, but there was not a firm commitment to operating as a design team. There was not a formal iterative process of meeting with the contractor and exchanging and evolving the contractor's plans. The Outdoor Advertising Section ended up working most closely with the contractor with little input - administrative or technical - from other ROW or BCS staff in managing the contractor's efforts.

How long to develop system?

The system took sixteen months to develop and implement.

Was the system designed to integrate with other systems?

The system was not designed to integrate with other systems. Accounting functions are a part of the ROW System so there is no need to integrate with any other system. Other KDOT Bureau of Right of Way database systems (i.e. Tract Tracking which is a property acquisition system) use GPS coordinates to locate highway features. The route number and milepost locators used in the ROW System do not relate to this system.

System Description

Hardware, including data collection tools

The system's program files are stored on a Compaq server. Desk top PC's are set up as clients to run the ROW System. The program does not require any special PC upgrades.

Software

The system uses Object View software, a DB2/2 database (on an OS2 platform) and was written utilizing the Windows 3.11 and DOS operating systems. ClearAccess is used to generate query and report scripts.

System type

The ROW system is a client/server application using a DB2/2 relational database. The screens are Windows type screens with drop-down menus associated with many of the fields, limiting the possible entries for those fields. Some fields are also color coded, illustrating that, while in that particular screen, certain fields cannot be changed. Users of the system must sign on using a unique user-ID and password. The user-ID and password provide access to the entire system, i.e. there are not different levels of access to the data. (See Appendices A and B.)

Reports automatically generated by the system include: work assignment report, permit report (by date and county), sign certificates (active, illegal, resolved sign reports), single sign report, sign renewal letter, mailing labels, detail sign inventory, prepaid license fee, control audit report, and voucher report (deposits). (See Appendix C.)

KDOT decided in early 1999 to stop supporting DB2/2 or Windows 3.x. It was also determined around this time that the Object View software was not fully Year 2000 compliant. At this point, the outdoor advertising program had been using the ROW system for about 3 years. Due to these circumstances, it was determined by the Bureau of Computer Services that a new system would be developed for outdoor advertising. That new system is currently being developed.

The new system will be a client/server system function on a Windows NT 4.0 operating system and will use an Oracle RDMS database. All of which can be developed and supported using current BCS technical staff. The sign portion of the system (as opposed to the portion of the system dealing with salvage yards) is scheduled to be implemented by the end of the first quarter of 2001. Enhancements such as database replication, web-enablement digital image storage and use of GPS technology will become follow-on projects which have not yet been explored.

Data Collection/Input - Procedure and Mechanics

OA program procedures and practices

There are three field agents collecting data for the OA program -- each covering two of the state's six districts. Headquarters staff use the ROW system to generate work assignments for the field agents (see Appendix A for examples of individual work assignments and work assignment summary reports.) The work assignments tell the agent the sign number, its location, its size, its zoning type, sign status, the date it was erected, the date of the last observation, the sign owner and land owner information. The work assignment tells the agent what information they are to collect, and the date by which the information must be obtained. Headquarters keeps a report of all outstanding work assignments by District. Field agents work relatively autonomously and communicate with Headquarters primarily via fax and telephone.

The agents collect the data by hand and send their report back to the main office. The data is then keyed in to the ROW system by staff at the main office. Work assignments are generated as result of: 1) a permit request in an unzoned area (KS does not permit in zoned areas) - field agent will go look at site to make determination; 2) new sign reported by an existing sign owner on their yearly license renewal form (see Appendix B for example of license renewal letter and form); 3) phone call to main office by concerned party who witnessed a sign they believe to be illegal; 4) self generated investigation by field agent observation; and 5) new highway project that will involve the acquisition of a sign.

Agents are also responsible to file reports on their own, without a work assignment. Such reports are a result of observed changes. Examples include new signs discovered, signs removed, or zoning changes. These self-generated reports comprise almost a third of investigations filed by the agents.

How was existing data transferred to the new system?

Data was originally migrated from an existing automated system to the current replacement system. Data from the old system was able to be converted into the new system with very little re-keying of the original sign data. Data transfer to the new Oracle system currently being developed is also anticipated to be relatively smooth.

Hardware/software data collection tools used?

Field agents do not use any automated systems for collecting new and updated data. Signs are located by route and milepost number, not longitude/latitude, and the ROW system does not store digital photographs of each sign. The ROW system is used in data collection only to the extent that it generates work assignment reports. As stated previously, use of GPS technology and digital image storage are two of several enhancements that may be considered as part of the new Oracle system at some later date.

System Strengths and Weaknesses

Strengths

KDOT ROW staff identified the following system strengths:

  1. The system is easy to learn and to use -- minimal training necessary.
  2. The database serves as a good illegal sign tracking system.
  3. It is easy to trace your way along a stretch of road on a given route and see a description of each sign as you would come upon it while driving. Facilitates answering questions that are phoned in about a particular sign.

Weaknesses

Even before specific plans were made for the development of the new Oracle system, the computer services staff felt that a different software should have been used for the ROW system. The IBM OS/2 operating system is no longer supported by Computer Services, and ObjectView is now out of production. Internal staff knowledgeable with these technologies has significantly diminished. In addition, both DB2/2 and ObjectView can be cumbersome when changes or customization are required. One must actually interface with the technology to make these types of changes.

Improvements identified to be incorporated into the new Oracle system include: 2) cleaner screens, e.g. current system has busy screens with a lot of information on each screen, a lot of different colors and many different buttons. The new screens will house more data in less space with limited color and limited buttons; 2) use of master screens with associated tabs to display related detail so that all related data is displayed together. The current system has multiple single screens with related data appearing on many different screens and you can only have one open at a time; 3) the ability to generate custom queries easily; 4) the ability to generate and track status of field staff work assignments.

What would you do differently/advice?

The planning phase needed to be much greater. KDOT ROW staff did not realize the magnitude of the endeavor, and consequently did not devote the necessary planning time up-front. Also, there was no structure in their planning team. One person with authority of oversight who had a knowledge of computers, and the authority to deal with the contractors was required. As mentioned above, the technical people who have to maintain the system would have wanted to use a different software and operating system. That technology was dictated by the state, however, so that was unavoidable.

Kansas has now had the opportunity to learn from this experience in the development of their new Oracle system. The planning for the new system has been much more methodical, inclusive and thorough.

System Costs

KDOT was not able to break down the costs between design, implementation, and training and system hardware and software. The total cost was approximately $500,000. There are essentially no maintenance costs.

When you execute the ROW Production file, (ROWR.OBR), the logon screen RW_LG100 will be displayed.

You must enter data in the two fields displayed in order to Logon. Once you have entered data in these fields (USERID, and PASSWORD) click the LOGIN button or press <ENTER>. This will start the logon process.

(AGENCY is omitted for now)

Note: The Password field will be displayed as "*********" for security reasons. What is actually sent to the system is your actual password, not the asterisks displayed.

After Jerry Kendrick sets up the proper UserID's and passwords for accessing the database (DB2/2) you will use the ones he sets up for you.

The UserID and Password you are to use here are set up by Jerry Kendrick. See him for your DB2/2 logon ID and password. The ones he administers will be used here in this logon screen.

If you logon as ROWTEMP, you will not be able to print.

For all other ID's: A successful logon will start ClearAccess, and you will be able to print reports from the application.

For the Programmer's: (The ID "PRGMMR" will see two buttons, one that will link the app to ROWPROD, and one that will link the app to the ROWTEST database.)

If there were errors during logon, a message appropriate for the error will be displayed.

Once you have corrected the error, press <ENTER> or click the "Logon" button to try the Logon process again.

Clicking the "Logout" button in the bottom center of the screen yields the following message

"EXIT RIGHT OF WAY SYSTEM NOW?" Clicking "Yes" exits the system, clicking "No" cancels the exit process, the Logon screen will remain visible and you are still logged on (providing you had a good connection earlier). A successful logoff will terminate the ROW application, and also close ClearAccess, the external reporting tool that is used with this system.

When you move the mouse over the Property Management area for example, the four buttons representing Property Management will be visible, at which time you may select any of the bright green buttons by clicking on that particular button of choice.

If you choose not to process any data in Property Management, and wish to proceed to another area, simply move the mouse to any of the other five sections on the screen. The functions available in that section on which the mouse cursor resides will be visible. If a button in a group shown is dark green, and you click it, a message will display saying that the functionality for the button chosen is not available. To add or modify a State, you may either type the 2 character state abbreviation in the State field, or click the yellow button to pop up a state list, then choose a state from the pop up list.

Exiting the Screen

Clicking the [CLOSE] button will return you to the screen that called this one, either the License Detail or Sign Data Detail screens.

This screen is chosen from clicking the "Generate New Sign Number" button on either the License Detail screen (RWLIC110) or Sign Data Detail screen (RWSGN110).

When this screen comes up, the screen that called it will have all its functionality temporarily disabled.

Functionality

Fields that are green: Read-only. These are input/modified on other screens.

If you choose this screen from the License Screen (RWLIC110) the district representing the county on the License screen will already be selected for you when this screen is displayed.

If you choose this screen from the Sign Data Detail Screen (RWSGN110) then the Sign Number Generation Screen will be displayed with no district chosen by default. You will need to select a district before a sign number can be generated.

Choosing a District:

If you select a district from the checkbox, for example, district 3, all the counties that are in district 3 will be displayed to the left of the district check box and the "Generate New Sign Number" button will be displayed. This same procedure applies for any other district that you choose.

Generating a New Sign Number

If you click the "Generate" button you will be asked if you wish to generate a new sign number for the district that you selected. If you answer "Yes", the next highest available sign number within the range for the district you selected will be generated. The new number generated will be displayed for you in a pop-up message. Make a note of this number as you will need to refer back to it later when you close this screen. If you decline to generate a new number, you just simply answer 'no' and proceed to select the another district for which you wish to generate a new number, or you may close the screen by clicking "Close".

Example:

You just came to this screen from the Sign Data Detail.

You choose district 1 and your new number just generated was 5302.

Write that number down.

Close this screen (click "Close")...(now you're back to the Sign Data Detail screen)

Type 5302 in the Sign Number field of the Sign Data Detail screen and now you will be able to enter data for this new sign number.

Database updates when new Sign Numbers are generated:

If you got to this screen from the Sign Data Detail screen (RWSGN110) your generating a new sign number here only writes the new sign number to the Sign Table (T_ROW_SIGN) in the database.

If you got to this screen from the License Detail screen (RWLIC110) your generating a new sign number here not only writes the new sign number to the Sign Table (T_ROW_SIGN) in the database, but will update existing route records (T_ROW_RTE table) and permit records (T_ROW_PRMT table) with the sign number if these records do indeed exist and are displayed on the screen..

The Illegal Sign Screen will come up blank.

If this screen was displayed via the "Sign Data Detail" Screen:

The Illegal data for the sign with which you were working in "Sign Data Detail' will be shown.

The only way for the Illegal Sign Screen menu choice to be available for a sign is for the sign status to be changed to illegal (IL).

Everything on the left side of the screen is passed from the Sign Detail Screen (RWSGN110).

All columns on the right side of the screen are input from the user.

AGENCY OF RESPONSIBILITY

This field has a yellow button you can click to choose from a pull down list of choices.

This field is required. If you try to close the Illegal sign Screen without selecting an Agency of Responsibility you will receive an error message telling you that this field is required to have data in it. The system will then place the cursor in the Agency of Responsibility field. Here, you may type in the Agency abbreviation, or you may select one by clicking the yellow button next to the field, then choosing one from the list. Simply click on the one you want.

Search Menu

From the Search Menu located on the Menu bar, you can search one of two ways. either for 1) All Illegal Signs, or 2) Only those Illegal Signs which do not have a "Removed Date".

When you choose one of these search methods, data will be displayed in a box in the middle of the screen. To choose a sign from this list, simply click on the sign number in the list box. The list will go away, and the data for that sign you chose will be displayed. If you wish to see the list again at no time while this Illegal Sign Screen is displayed, simply click the "Current Illegal Signs" button at the bottom of the screen. To make the list disappear, click the "Current Illegal Signs" button again.

Your search criteria will be displayed in yellow text up directly above the sign number. This text message on the screen will reference which search criteria you chose; either all Illegal signs, or only those Illegal signs that have no "Removed Date".

SCREEN SNAPSHOTS (PRINT SCREEN):

To print a snapshot image of the current screen,

1. Press the "Print Screen" (sometimes labeled "Prt Scr") key located next to the F12 key on the keyboard.

2. Click the [Print Screen] button, and the output will be spooled to your printer.

If you click the Print Screen button BEFORE pressing the "Print Screen" key, you will see this error message "You need to press the Print Screen key first...Try again."

Click OK on this message then repeat steps 1 & 2 again.

Exiting the Screen

Clicking the [CLOSE] button will return to either the Sign Data Detail Screen or the License/Permit Detail" screen depending on from which you came. If you try to close the Illegal Sign Screen and the

Agency of Responsibility is blank, you will receive an error message telling you that this field is required to have data in it. If this is the case, click the yellow button next to the Agency of Responsibility field and select an agency from the list. Then you will be able to close the screen properly.

[This page shows the "Sign Data for A Specific License Number" screen. The License Number field is in the upper left and is the only red field on the page. The center of the page lists all sign numbers for the license number provided in the License Number field. Sign numbers are displayed in five columns of ten rows each. Each sign number is in a separate green box and has a small red check box next to it. Three buttons are located down the left side of the screen to allow the user to control how the sign numbers are displayed. The buttons include: All Signs, Active Signs Only, and Removed Signs Only. When All Signs is selected, the total number of signs is displayed in yellow text next to the button. Along the bottom of the screen there are six buttons including: Print Screen, Top Of List, Page Up, Page Down, Bottom Of List and Close.]

This screen is chosen from the pull down menus available on the screens in the system.

FUNCTIONALITY

Fields that are dark red : Accepts input from the user.

Fields that are green: Read-only. These are input/modified on other screens.

Fields that are light yellow with dark blue text: Calculated by the system only.

Fields that are yellow: Key fields used by the system only.

If you were working with an existing License Number on another screen, and you choose this screen from the menu, the license with which you were working will be displayed on this screen along with this message:

You may use the current License Number or choose 'Search' from menu bar to obtain a different License Number.

If you were not working with an existing license number when you chose this screen from the menu, a message will appear "Choose 'Search' from menu bar to obtain License Number".

This screen is read-only except for the License Number.

A License Number is required. If you type in a new License Number, press <ENTER> to see the sign buttons at the left side of the screen.

Here are the available buttons for seeing sign numbers under a given License number:

[ALL SIGNS] (in sign number order)

Shows all sign numbers for license number shown on the screen regardless of status.

If no signs exist, the message

"No Signs exist for License Number <license number>" is displayed.

[ACTIVE SIGNS ONLY] (in sign number order)

Shows only active sign numbers for license number shown on the screen.

If no active signs exist, the message

"No Active Signs exist for License Number <license number>" is displayed.

(SIGN_REM_DT = NULL)

[REMOVED SIGNS ONLY] (in sign number order)

Shows only sign numbers whose sign has been removed under the license number shown.

If no removed signs exist, the message

"No Signs exist for License Number <license number>" is displayed.

If you clicked one of the buttons and signs exist for that particular button's criteria, the sign numbers will be displayed on the screen, each having a small red check box next to it. When you click the check box, for sign 123456, for example, a button will appear below the "Removed signs" button that says "View Detail for this Sign: 123456. If you the checkbox is "on" (contains an "X") and you click on it again, the "View Sign" button that just appeared will disappear. Choose another sign on the screen with a check box to it, and that sign number will then appear on the "View Detail" button. you will only be able to see data for signs that have a red checkbox displayed next to them.

When you have chosen the Sign in which you wish to detail, clicking the View Detail" button will pop up the Sign Data Detail Screen and will automatically proceed to show you the data for the sign number you sent to it via this screen.

EXITING THE SCREEN:

Clicking the [CLOSE] button will return to the Main Menu.

If you select the menu-option, you can go to other screens of your choice.

Clicking on [BOTTOM OF LIST] display the last 50 signs in the database for the License # shown.

Up on the pull down menu bar is "Other Screens".

Clicking this once will show a list of other screens that are available to you. After you have viewed and/or processed data in one of these screens and you exit that screen, you will return to the License Detail screen.

Type it in the License Number field and press enter

Use the "Search" menu criteria to choose one of the 6 options:

When one of these 6 is chosen a pop-up list will appear along with a button "Done with this List".

If you received the pop-up list in error, simply click on the "Done" button, or press <enter>. This removes the list from the screen.

Using the scroll bars if needed, when you find the License Number you wish to work with, simply click on the Number in the left hand column of the pop-up list. The list will disappear from the screen and the screen will be populated with data for the License Number you chose from the pop-up list.

This screen shows you signs in Route Number and Milepost Sequence using the navigation buttons at the bottom of the screen. <FIRST>, <PREVIOUS>,<NEXT>,& <LAST>.

There are 3 ways you may retrieve data:

  1. Type in a Route Number, (then <tab> to the next field), type in the suffix then choose "Complete list of Mile Markers for this Route" from the Search option on the menu.
  2. Type in a Route Number, (then <tab> to the next field), type in the suffix, <TAB> then type in a valid milemarker and press <ENTER>
  3. Type in a Route Number, (then <tab> to the next field), type in the suffix, <TAB> then type in a valid milemarker and then choose either "Complete list of Mile Markers for this Route", or "Partial list of all mile markers starting with one shown"

If no Mile Marker # is input, this screen will show the first available route number and its sign number.

Data common to multiple screens is passed automatically by the system when each screen is accessed.

When a search is completed from the menu, a route list will pop up in the middle of the screen.

This pop-up list contains Route Number, Mile Marker, and County Number

To Remove this route list from the screen, click "Remove Route List" button.

To Show this route list on the screen, click "Show Route List" button. (same button; different text)

To choose a route from this list, find the row you want (use the scroll bars if necessary) and lick on the first column in that row. The route you choose will then be the basis for the query for the data you'll see.

If your query retrieved 1550 records, you'll see "1 of 1550 records" in the upper right corner of the screen.

Click <NEXT> and you'll see "2 of 1550 records"

Click <LAST> and you'll see "1550 of 1550 records"....etc...

Printing the Screen

You can take a snapshot screen print of what's on your screen with 2 simple steps:

  1. Press the "Print Screen" key on your keyboard. On some keyboards it might be labeled "PrtScr"
  2. Click the "Print Screen" button on the screen.

Whatever printer you have configured in Windows will be the target printer.

Exiting the Screen

Search - menu option:

If you do not have either a route or a county number entered in the input fields, you will receive an error indicating this. The cursor will be placed in the field that is in error. Correct the problem. If you want to use the yellow button to bring up a county list pull-down, you may select a county from the list box, then choose the search selection from the menu bar.

When you choose the "Search/Complete list" option from the menu bar, a list will pop up in the middle of the screen showing all the routes for the county/route combination you chose. To hide this list click on "Remove List" button located at the left side of the screen. To show the list again, click on this same button, which now says, "Show List".

[This page shows the "Work Assignment" screen. Fields on this screen include: Sign #, County Number, District Number, County Name, Issue date, Agent Initials, and Nature. Procedure to select the screen

This screen is chosen from the pull down menus available on the screens in the system.

If you return to this screen from another, the sign number will be passed automatically.

This screen will initially be displayed with data.

Functionality

Fields that are dark red : Accepts input from the user.

Fields that are green: Read-only. These are input/modified on other screens.

Fields that are light yellow with dark blue text: Calculated by the system only.

Fields that are yellow: Key fields used by the system only.

This screen allows updating of existing signs which you created earlier via RWSGN180 screen or RWLIC110.

This screen initially displays the first sign number for the license number that was specified from the "License Detail" screen. If you wish to obtain data for a specific sign, you must use the "Other Screens" menu pulldown and choose "Sign Data Detail". On that screen enter a 6 digit sign number, then jump back to this screen via the pull-down menu.

GLOBALS

Data common to multiple screens is passed automatically by the system when each screen is accessed.

When you jump from one screen to another and were working with a specific license number or sign number, that number with which you are working will be displayed on the new screen you choose.

Example, you keyed in sign number "5" on the "Sign Data Detail" screen, then used the menu bar to jump to this screen. When this screen displays, the sign number "5" will come up automatically.

Exiting the Screen

Clicking the [CLOSE] button will return to the Main Menu Screen.

If you select the menu-option "Other Screens", you can go to other screens of your choice.

SCREEN SNAPSHOTS (PRINT SCREEN):

To print a snapshot image of the current screen,

1. Press the "Print Screen" (sometimes labeled "Prt Scr") key located next to the F12 key on the keyboard.

2. Click the [Print Screen] button, and the output will be spooled to your printer.

If you click the Print Screen button BEFORE pressing the "Print Screen" key, you will see this error message "You need to press the Print Screen key first...Try again."

Click OK on this message then repeat steps 1 & 2 again.

Remember, new sign numbers under a given license are created on the License screen with the "Generate New Sign Number" button. And since they are inserted to the database on that screen, this screen will allow updating of existing signs only which you created earlier.

This screen will initially display the first sign number for the license number that was specified from the "License Detail" screen. If you wish to obtain data for a specific sign, you must enter a 6 digit sign number in the "Sign Number" field. If the sign number exists, data for that sign will be displayed. If not, a message will tell you the sign number does not exist, and that you must try again.

For height and width, type in the English amounts, and the metric equivalent amounts will be displayed automatically by the system.

Generating New Sign Numbers

Clicking this button launches RWSGN180-Sign Number Generation Screen. (see RWSGN180.DOC for more information on the generation of sign numbers.

These reports are run via "ClearAccess", an external Windows-based application reporting tool.

Some reports require some user intervention, such as inputting an expiration month and year. Follow the formats that the dialog requests. For example, if the ClearAccess dialog asks for a 4 digit year, you see a visual example in the dialog box "(YYYY)". So here you'll need to input the century as well as the last 2 digits of the year.

Failure to provide proper syntactically correct input will result in unpredictable results on your report output.

After you retrieve all the signs from your particular menu choice, you may hide or show that list you wish. Simply click the "Remove List" button to hide the list or click the same button when it says "Show List" to view the list. If someone else inputs more signs for the district you've chosen you will need to do the search once more for the district of choice to pick up the new signs and see them in your pop-up list.

MENU-ROUTES:

Click on "List of Kansas Routes" to see a list of routes from the T_ROW_SGNHWAY table.

These are all the possible routes currently available that exist in Kansas.

The Route number you choose from this list will be placed in the Route Number field on the screen. To get rid of this list, simply click on "Remove Kansas Route List" button.

All fields in the screen are red except for the License Owner Name field and the License Number field, which are green. Procedure to select the screen

This screen is chosen from any pull down menu in the Sign/License screens.

Functionality

Fields that are dark red : Accepts input from the user.

Fields that are green: Read-only. These are input/modified on other screens.

Fields that are light yellow with dark blue text: Calculated by the system only.

Fields that are yellow: Key fields used by the system only.

This screen will show License and/or Permit records under the current License number with which you are working. (This license number was initially selected from the RWLIC110-License Detail screen. If you wish to use another License Number, you will need to return to this screen and obtain that number)

This screen initially will come up in a read only mode. You may use the navigation buttons at the bottom to view the different records for the license number on the screen.

To modify data:

Click "Modify data" button in the upper left corner of the screen. Type in the password in the red box in the upper left corner of your screen. You will have 3 tries. If you are unsuccessful after the 3rd try, the screen remains in a "read-only" mode. See your supporting analyst for changing this password.

User will input Amount Received Date. The fee year defaults to the current year, but this can be overwritten with another year, if desired.

CheckNum is only displayed if Payment Type chosen is:"Check")

Control Number field is shown if "License" is chosen.

Data common to multiple screens is passed automatically by the system when each screen is accessed.

PAYMENT TYPE:

To select Cash, click the gray box next to "Cash". The same applies for choosing Check, and Money Order.

NEW CONTROL NUMBERS:

Control Numbers are used in Sign Certificates. If License is checked and no control number exists for that License Number on the screen, the "Generate New Control Number" button will be visible. Clicking this button gets the most recent control number and increments it by 1. A message will be displayed indicating hat the new number is.

Example 1:If it's a new year, the first one will be "970001" for the year 1997.

If the year is 1996, and the last one used was 960558, the new one would be 960559.

LICENSE/PERMIT FEE:

Choose "Permit" and the "Get all Routes button" will appear on the right side of the screen.

Clicking this button will show in a pop-up window all the routes associated with this license.

Choosing one of these routes will "associate" the current fee record to the route chosen by simply pasting the route information chosen into the "Permit Note" field.

To clear the information in this field, click on "Clear this Route Link".

To select License, click the gray box next to "License". The same applies for choosing "Permit Fee".

Exiting the Screen

Clicking the [CLOSE] button will return to the Logon/Main Menu Screen. If you select the menu-option, you can go to other screens of your choice.

SCREEN SNAPSHOTS (PRINT SCREEN):

To print a snapshot image of the current screen,

1. Press the "Print Screen" (sometimes labeled "Prt Scr") key located next to the F12 key on the keyboard.

2. Click the [Print Screen] button, and the output will be spooled to your printer.

If you click the Print Screen button BEFORE pressing the "Print Screen" key, you will see this error message "You need to press the Print Screen key first...Try again."

Click OK on this message then repeat steps 1 & 2 again.

Viewing/Updating Existing Data with the navigation buttons

Clicking on [FIRST] shows you the first record of the current license number.

Clicking on [PREVIOUS] shows you the previous record of the current license number.

Clicking on [NEXT] shows you the next record of the current license number.

If you are at the last record when "NEXT" is clicked, you'll see a message indicating that the record you had up was the last one.

If you are in a read-only mode, you will not be able to add more records. A message will inform you of this.

If you are in a read/write mode, you will be prompted to click the "New Fee" button to create a new Fee record.

Clicking on [LAST] shows you the last record of the current license number.

Clicking on [NEW FEE] enables you to add a new fee record for the current license number.

Here you'll be asked if this is what you wish to do. Choose "Yes" to add a new fee record, or choose "No" to return to the previous state. The navigation buttons will go away and the [GET ALL FEES] button will be shown. After the record is added, click on "GET ALL FEES button located in the lower right hand section of the screen.

NAVIGATION BUTTONS NOT SHOWING?

Clicking on [GET ALL FEES] button will retrieve all fee records from the database for the License Number shown on your screen. After the lookup is done, the navigation buttons will be shown if multiple records exist for the License Number shown.

PULL DOWN MENU

Up on the pull down menu bar is "Other Screens".

Clicking this once will show a list of other screens that are available to you. After you have viewed and/or processed data in one of these screens and you exit that screen, you will return to the License Detail screen.

PROCEDURE TO SELECT THE SCREEN:

This screen is chosen from the OUTDOOR SIGNS button on the Property Mgmt section of the Logon screen.

FUNCTIONALITY

Fields that are dark red : Accepts input from the user.

Entering an existing License Number:

This screen will initially be displayed by default as all fields appearing blank. To obtain data for a license, you must enter a license number in the "License Number" field. (the last position must be "N"-non-profit or "P"-Profit. Leading zeros will be added. Example: type "16P" in the License Number field and press <Enter>. This will yield "000016P" for the lookup. If you want to type the leading zeros yourself you may do so. If the license number exists, data for that license will be displayed. If not, a message will prompt you, asking if you wish to enter new data for the license number you entered. You may choose "Yes" or "No".

Use the navigation buttons in the lower right to move backward and forward through the routes for your License Number. Or you may pop-up the route list and choose one directly.

The Pop-up Route List

If there is Routes already tied to this License Number, the button "Get all Routes for <license number> will be shown in the upper left screen. A list of Routes will also be obtained and a button "Show Route List" will be directly below the "Get all Routes" button. Clicking the "Show Route List" will pop up a list of routes tied to the License Number you entered. The list consists of Route Key, Route Number, Mile Marker, County Number, and Sign Number. This popup list is sorted by Route and Mile Marker.

Clicking "Remove List" removes the Route popup list.

Clicking "Show Route List" will show you the list. This button operates in a toggle fashion.

If any time has elapsed between the time you entered the License Number and someone else has entered new route data for that same License Number, you need to click the "Get All Routes" button to re-populate your Route List pop-up. After the refresh is done, click "Show Route List" to see the new data.

Generating a new License Number:

When you want to generate a new license for someone, you use this function.

There are 2 choices in the lower middle of the screen:

1. "Generate a New Non-Profit License Number"

2. "Generate a New Profit License Number"

When you click one of these the last number used is shown, along with the new number the system generated for you. If you are generating a new non-profit license number, the number will end with "N".

If you are generating a new profit license number, the number will end with "P". Choose "No" if you wish to abort this procedure. If you choose "Yes", the screen will clear and the new number will be placed in the License number field.

MENU: OTHER SCREENS:

Up on the pull down menu bar is "Other Screens".

Clicking this once will show a list of other screens that are available to you. After you have viewed and/or processed data in one of these screens and you exit that screen, you will return to the License Detail screen.

Here are the screen choices available from the pull-down menu:

Choices that are valid will be highlighted. Invalid choices will be disabled.

Example: Since the License Fees option requires a license number for lookup, this menu choice would be disabled until a sign with a license number shows on the screen.

You may choose a menu option at any time. Whatever Sign Number or License Number is on the screen at the time you "jump" to another screen, that Sign Number and or License Number will be passed to the next screen you choose.

LICENSE FEES will remain disabled until a license number is keyed in and data retrieved.

WORK ASSIGNMENT will remain disabled until a sign number is displayed with a route.

MENU-REPORTS:

Click this menu choice, then choose "Voucher Listing" to print the Vouchers for Sign.

MENU-SEARCH

NEW EXISTING LICENSE NUMBERS:

To retrieve data for an existing License Number (when License Number is known)

Type it in the License Number field and press enter

To retrieve data for an existing License Number (when License Number is not known)

Use the "Search" menu criteria to choose one of the 6 options:

Search Criteria

  1. All Existing Profit License Numbers sorted by License Number
  2. All Existing Non-Profit License Numbers sorted by License Number
  3. All License Numbers sorted by License Number
  4. All Existing Profit License Numbers sorted by License Owner Name
  5. All Existing Non-Profit License Numbers sorted by License Owner Name
  6. All License Numbers sorted by License Owner Name

When one of these 6 is chosen a pop-up list will appear along with a button "Done with this List".

The pop-up list consists of the License Number, the terminate flag ('Y' or null) and the license holder's name.

If you received the pop-up list in error, simply click on the "Done" button, or press <enter>. This removes the list from the screen.

Using the scroll bars if needed, when you find the License Number you wish to work with, simply click on the Number in the left hand column of the pop-up list. The list will disappear from the screen and the screen will be populated with data for the License Number you chose from the pop-up list.

MENU-ADMIN: (authority for this is set up by the programmer/DBA)

"Change last character of License Number" - changes the last character from "N" to "P" or vice versa.

Clicking this prompts a message asking you if you want to perform this operation for the License number shown. If in doubt, answer 'NO' and no data will be modified.

Example: If you answer 'YES', and the License number displayed was "123456P" it would be changed to "123456N" and all corresponding records in the database would be changed to reflect this modification to this number.

THIS IS A MAJOR DATABASE CHANGE TOOL. USE WITH CAUTION!!!!

"Delete this License from the Database"

Deletes the License Number shown on the screen from the database and all signs under this license would not be deleted from the database, but rather, would have their corresponding license number set to null, so that an existing sign could be linked to another license number in the future.

THIS IS A MAJOR DATABASE CHANGE TOOL. USE WITH CAUTION!!!!

MENU-ROUTES:

Click on "List of Kansas Routes" to see a list of routes from the T_ROW_SGNHWAY table.

These are all the possible routes currently available that exist in Kansas.

The Route number you choose from this list will be placed in the Route Number field on the screen. To get rid of this list, simply click on "Remove Kansas Route List" button.

NEW ROUTES:

If you want to add a new route, click "New Routes". You'll be asked if this is what you wish to do.

Answering "No" returns you to the previous state. Answering "Yes" will clear the route fields and permit fields (if a permit record existed with the last route that was displayed on the screen.) proceed to enter Route data.

If you answered "yes" then the County list will also be visible. You may use the scroll bar on this list to find the county you want. Do not click the mouse inside the county list box. If you do, your new route record will not be written to the database. When you find the County Number you want, type it in and press either <TAB> or <ENTER>. This will insure that the route record is written to the database. A 9 digit read-only number in yellow will appear near the route suffix field. This is the key field in the database for that route record you just created.

NEW PERMITS:

After the route record has been added, the "Create New Permit Button' will show right below the route information allowing you to create a permit record to correspond with the route record above. Click this button and you'll be asked whether you want to create a new permit record. To decline, answer 'no'. Answering 'yes' will remove the button you just clicked, write the same 9 digit route key number to the permit table, (which shows up as a 9 digit yellow read-only field in the permit data area and some permit fields will show for data input.

The "Generate New Sign Number button will also be visible if you wish to create a new sign to go with this new route and permit record.

NEW SIGN NUMBERS:

If the Permit Issued Date contains a date, then you will see the "Generate New Sign Number" button.(sign number field is currently blank)

New sign numbers under a given license are created by pressing the "Generate New Sign Number" button. For further discussion on actual generation of sign numbers see (RWSGN180.DOC) "Sign Number Generation" document.

EXITING THE SCREEN:

Clicking the [CLOSE] button will return to the Main Logon Screen. If you select the menu-option, you can go to other screens of your choice.
