Levels of Understanding
There are three levels of understanding in the Realty Competency Building Navigator: technical proficiency, general understanding, and awareness. Technical proficiency reflects a deeper and more detailed understanding than general understanding or awareness. See the table below to determine your desired level of understanding.

- Little or no prior involvement in the completion of project deliverables

- Gain a working knowledge of the necessary laws, requirements, processes
- Some basic and intermediate level coursework or training completed

- 1-3 years of related job/field experience
- Prior participation in Right of Way or Outdoor advertising control program implementation
- Prior direct involvement in the completion of right of way and outdoor advertising control project deliverables

| Technical Proficiency |
- Expert knowledge of the necessary laws, requirements, processes
- Advanced or highly specialized coursework or training completed in one or more roles.
- Other professional credentials received (certification, licenses, etc.)

- More than 3 years of public sector realty or outdoor advertising control job/field experience
- Prior extensive participation in the ROW/OAC process
- Prior leadership role in the completion of project deliverables; other seek your assistance
