Distance Learning Course

Description:

The Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (Uniform Act), is the basis for Federally-funded real estate acquisition programs. The goal of this web-based course is to help participants recognize what they need to know when acquiring real estate for a Federally-funded project.

Target Audience:

Federal, state and local government employees and consultants who acquire real estate; who serve as program/project managers; who serve as grant administrators or grant recipients. This includes Acquisition and Relocation Agents, Appraisers, Realty Specialists, Attorneys, Engineers, Planners, etc.

Objectives:

Upon completion of the course, participants will be able to:

• Provide a basic overview of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (Uniform Act).
• Discuss the three key elements of the Uniform Act: Valuation/Appraisal, Acquisition and Relocation
• Explain how to develop an estimate of just compensation through the use of the appraisal process or appraisal waver procedure(s).
• Define the process through which real estate is aquired
• Identify relocation benefits and services required by the Uniform Act.
• List places to obtain relevant resource documents/materials.

Step 1

Log onto NHI’s online training website or register as a new user: https://www.nhi.fhwa.dot.gov/NHIUPLR/login.aspx

• Existing User? Log in with NHI User ID and Password.
• New to NHI’s website?  Create an NHI User ID and Password.

NOTE: Write down your NHI Web site User ID and Password.  You will need this the next time you visit the NHI Web site.

Step 2

After login to NHI site:

1. Go to "Sign up for a course Session" paragraph.
2. Click on Training Catalog link in paragraph.
3. Go to the "Quick Search" section.
   1. Enter 141045 in course number box and click on search button.
4. Click on the shopping cart logo:

5. Go to the "Review Shopping Cart" section in the lower part of the blue section on the right side of the screen.
   1. Click on the Checkout link.
6. Click on the submit button at the bottom of the screen.
7. Confirm the information on the next screen, print the screen and save a copy for your records and then click submit at the bottom of the screen.

Step 3 email link to register in Breeze

You will receive up to 5 emails during the registration process. Look for the following email and open it:

Subject: Web-based Training Enrollment Confirmation for FHWA-NHI-141045 Real Estate Acquisition Under the Uniform Act: An Overview

Click on the course registration link contained in the email.

You will be asked to create a separate Breeze user account.  You may want to use the Password you created in step 1.

Step 4 email link to course 141045

You will receive another email from NHITraining <FHWA> with a direct link to the course.
