Course Description: This course is a collaboration between professionals, from different Federal agencies, involved with realty (title), cadastral survey (boundary), and appraisal (value) principles for federal real property management programs. This course is designed at a working level; trainees should have knowledge of their agency's laws, regulations and guidelines that dictate responsibilities associated with federal/public land management. Lessons involve numerous case study exercises examined in-group activities.

Session topics include:

Planning and roles of land managers, land surveyors, and landowners.
Types of ownership, authorizations and their scope
Types of survey, chain of title research, survey procedures, cost recovery
Legal jurisdiction, regulatory requirements, negotiation strategies
Clear title, deed construction, patent, escrow and closing procedures
Appraisal process, questions & answers with a Title Company representative
Case study analysis and recommendations

Course Objectives are to:

Develop and improve working relationships between appraisal, realty, and survey professionals to facilitate boundary and title resolution on federal interests lands, in an efficient and professional manner
Provide communication tools to bridge knowledge across Federal agencies between the professionals involved in federal land tenure program.
Provide for realty actions that meet legal requirements and protect interest of government and private ownership.
Understand documents required to prepare or interpret a legal description to indicate a difference between lines of title, occupancy, and ownership.
Determine appropriate laws to resolve title conflicts and complete title conveyances.
Better understand title, boundary, and appraisal practices of other Federal agencies (USFS, BLM, USFWS, BIA).
Develop general understanding of the appraisal process and its role in a real estate transaction.

Target Audience: Managers, realty specialists, cadastral surveyors, appraisers, land law examiners, legal instruments examiners, conveyance staff, resource specialists, personnel who need to know federal laws and public records that affect real property actions within their own and other agencies.

Course Title: Senior Adjudication Seminar

Course Description: An advanced-level course that covers the problem-solving techniques, skills, and knowledge needed to make decisions in lands and minerals adjudication programs.

Course content includes:

Current legislation, regulations, policy, Bureau directives.

Interaction with IBLA and the Solicitor offices.
Planning and relationships for environmental issues.

Course Description: Use Authorization Curriculum. Designed to provide the knowledge to perform adjudicative functions and regulations for railroad rights-of-ways, land use permits, leases, and easements as well as Recreation & Public Purpose actions.
