Levels of Understanding

There are three levels of understanding in the Realty Competency Building Navigator: technical proficiency, general understanding, and awareness. Technical proficiency reflects a deeper and more detailed understanding than general understanding or awareness. See the table below to determine your desired level of understanding.

  Knowledge Experience
Awareness
  • Gain a general knowledge of the necessary laws, requirements, processes related to ROW and OAC
  • Minimal or no coursework or training completed
  • 0-1 year of prior job/field experience or practical exposure
  • Occasional or no experience with Right of Way or outdoor advertising control process
  • Little or no prior involvement in the completion of project deliverables
General Understanding
  • Gain a working knowledge of the necessary laws, requirements, processes
  • Some basic and intermediate level coursework or training completed
  • 1-3 years of related job/field experience
  • Prior participation in Right of Way or Outdoor advertising control program implementation
  • Prior direct involvement in the completion of right of way and outdoor advertising control project deliverables
Technical Proficiency
  • Expert knowledge of the necessary laws, requirements, processes
  • Advanced or highly specialized coursework or training completed in one or more roles.
  • Other professional credentials received (certification, licenses, etc.)
  • More than 3 years of public sector realty or outdoor advertising control job/field experience
  • Prior extensive participation in the ROW/OAC process
  • Prior leadership role in the completion of project deliverables; other seek your assistance
