- Acquisition Agent
- An acquisition professional is involved in the process of securing the necessary property interests to adequately construct, operate, and maintain a transportation project's physical, esthetic and safety features. An acquisition professional may have knowledge of Right-of-Way acquisition activities (see competency areas for complete list) including: (Property Law, Property Interests, titles), property descriptions, maps, Context Sensitive Solutions, Base Closures, and Federal Land, Railroad, or Tribal Acquisitions.
- An appraiser participates in property valuation to estimate just compensation for real property needed for a public project. An appraiser has knowledge of the Uniform Act, the "Yellow Book," USPAP, valuation standards, just compensation, the comparison approach, and zoning/land use.
- Attorneys ensure that Right-of-Way projects are in full compliance with the law.
- Civil Rights Specialist
- A civil rights specialist is responsible for applying nondiscrimination provisions to all programs and activities of Federal-aid recipients, sub-recipients, and contractors. These provisions include Tile VI, the ADA, Section 508, the Disadvantaged Business Enterprise Program, and other Federal initiatives.
- Design Engineer
- A design engineer is involved with the design, construction, and maintenance of roads, bridges and other structures associated with a transportation project. A design engineer conducts surveys, analyzes engineering.
- Environmental Specialist
- An environmental professional conducts environmental analyses and applies and enforces legislation designed to protect the environment. The key responsibilities of the environmental professional in highway project development are set out in regulations in 23 CFR Parts 771, 772, 773, 774, and 777. If a project will involve the acquisition of any property interests and/or the displacement of any persons, the environmental professional must consider the social and economic impacts of such actions in the environmental analyses and resultant project development decisions.
- Outdoor Advertising Regulator
- An outdoor advertising regulator works to ensure that states are compliant with the provisions of the Federal Highway Beautification Act (HBA). Under the terms of the HBA, the states must provide continuing "effective control" of outdoor advertising or be subject to a loss of 10 percent of their Federal-aid highway funds.
- Planners utilize a broad range of planning concepts, theories and principles to address complex jurisdictional transportation issues. In developing statewide and metropolitan transportation plans, the professional planner must ensure that projects which may result in the acquisition of real property interests and/or displacement take into account such issues as land use, corridor preservation, economic development, and public involvement.
- Project Manager
- A project manager is typically responsible for ensuring a highway project, which often includes land acquisition, displacement, and property management, proceeds on time, within budget, and in compliance with statutory and regulatory requirements. A project manager is a liaison for Right-of-Way projects with local, state, and Federal governmental agencies, as well as the public. A project manager monitors and inspects project costs, contractor performance, and statutory/regulatory compliance.
- Property Manager
- A property manager deals with access control management, air space leases and security, utility accommodation, disposals, and other areas of expertise required to maintain Right-of-Way property in conformance with federal and state laws.
- Relocation Agent
- A relocation agent helps and advises any individual, family, business or farm displaced by a Federal or federally assisted program to locate a suitable replacement property.
- Right-of-Way Engineer
- A right-of-way engineer identifies the location of existing property boundaries, ownership or real property interests. The right-of-way engineer is involved in the preparation of property maps based upon title records and field evidence. This type of engineer studies the design requirements of the project, and determines the right-of-way acquisition needs to move forward with acquisition.
