Right-of-way processes in the Louisiana Department of Transportation and Development (LADOTD) are governed by a completely centralized organizational structure; however, a decentralized structure exists for the acquisition program. Downward delegation and empowerment are key to LADOTD. Louisiana has nine districts, all of which report to the central office. The real estate section has approximately 120 employees. Its mission is to provide efficient and effective ROW acquisition and related activities, with public and private partners. The ROW budget averages about $20 million per year for acquisitions and $3 million a year for salaries. The agency acquires 600 to 2,000 parcels a year.
