The real estate program in the Wisconsin Department of Transportation (WisDOT) operates under a decentralized model. The Division of Transportation Districts has eight autonomous districts throughout the state, with some variation in their individual structures and/or assignments of program responsibilities. There are 103 ROW positions in eight districts. The central ROW office has 18 staff members. Wisconsin has an annual ROW budget of $31.5 million, acquiring 2,000 parcels per year.
