Judges
Merlin J. Voegle
Mr. Voegle was raised in Montana and worked for over 36 years in the Federal Highway
Administration's Montana Division office. He is a graduate of Montana State University
with a degree in Accounting and is a licensed Real Estate broker for nearly 40 years.
Mr. Voegle is currently on the board of directors for several real estate development,
investment and management firms, a credit union, a wetland trust, and several other
non-profit organizations.
Robert A. Johnson
Former FHWA Program Manager and Realty Specialist, Mr. Johnson had over a 37-year
career working with numerous State Highway Agencies and DOTs. Specializing in
management and quality control, Mr. Johnson was instrumental in developing applications
for project management in the Tennessee Division Office, and championed the use of
technology to address FHWA's telework and Internet/Intranet needs within the Office of
Real Estate Services.
Peter F. Nyberg
Mr. Nyberg retired June 1, 2002 from the Federal Highway Administration with more than
37 years Federal Service, of which more than 30 years was as an FHWA Realty Specialist/
Officer. He was assigned in the Washington, DC Headquarters Office, the former Region 5
Office, and Division Offices in Texas, Pennsylvania, North Carolina, Missouri, South
Carolina and Louisiana. He also worked for the Department of the Air Force and
Department of the Army. He has a Bachelors of Business Administration from the
University of Texas-Arlington and a Masters of Public Administration from the University of
South Carolina. Mr. Nyberg is a member of the International Right of Way Association and
holds the SR/WA designation.
Barbara K. Orski
Mrs. Orski was Director of the Office of Real Estate Services in the Federal Highway
Administration from 1987 until 1997. Before becoming Director of the Office of Real
Estate Services, Mrs. Orski was Chief of the Relocation Division and held professional and
management positions in FHWA's Office of Highway Planning, which she joined in 1974.
Mrs. Orski received a Bachelor of Science degree from the University of Wisconsin-
Madison and attended the University of Pennsylvania's Graduate School of Urban and
Regional Planning and Harvard's John. F. Kennedy School program for Senior Managers in
Government.
