Once the proposed process modification(s) has been communicated throughout the ROW division, the next step is to inform the internal customers (e.g., design and construction divisions). This can be done through multidisciplinary training programs as several of the subject state DOTs demonstrate. Measuring success depends on collecting appropriate data for use as performance indicators. Internal and external surveys are good means of collecting useful feedback data for quality improvement. Output from the performance indicators is then used to establish strategic goals.

The final phase in any management system is to revise the process if the evaluation reflects a need for improvement.
