At the Secretary's discretion, a value engineering analysis or other cost reduction analysis may be required to accompany the plans, specifications and estimates for a proposed project on a Federal-aid highway. Value engineering analyses are required for NHS projects costing $25 million or more. A value engineering or other cost reduction analysis is required for NHS projects costing $25 million or more, or for any project the Secretary deems appropriate.
