Background Information: There are a number of shortfalls in the current bridge health index, which namely relies on the weighted average of the conditions of bridge elements obtained from the element-level inspection and overlooks the influence of materials, loads, and environment. In addition, it is too simplistic and provides an index simple in the serviceability limit States only.
