Professional Highlights
Joyce Curtis is the Director of FHWA's Resource Center. In this capacity, she oversees 168 professional and administrative staff members in five locations across the nation. She is responsible for the overall direction of the Resource Center, including the technical assistance, project management and technology deployment efforts of 12 Technical Service Teams. As Resource Center Director, Ms. Curtis is a member of FHWA's Leadership Team, having a key role in determining the future of the organization.
Prior to her present position as the Resource Center Director, Joyce served as the Assistant Division Administrator for the Virginia Division Office of the Federal Highway Administration. As such, in collaboration with the Division Administrator, she provided leadership and guidance to the State and local governments. Focusing their attention on the most critical problems and assisting in bringing about improvements needed to raise and sustain their programs at desirable levels and to ensure the effective utilization of program funds. She had the overall responsibility for administering the Federal aid highway program in the State in accordance with federal laws and regulations.
Previously, Ms. Curtis was the Director of Engineering and Operations for the Regional Office of the Federal Highway Administration in Baltimore, Maryland. The Region directed and administered the federal-aid highway program in Delaware, District of Columbia, Maryland, Pennsylvania, Virginia and West Virginia, which amounted to a $1.7 billion annual program. As the Director of Engineering and Operations, Ms. Curtis was responsible for administering programs, policies and procedures including assistance to FHWA Division, State and local government personnel. She assisted in the design, construction and maintenance of the Federal-aid highway system to ensure the preservation and extension of the service life to adequately meet existing and future traffic needs.
Ms. Curtis was a former Staff Assistant to the Regional Administrator overseeing special projects and activities such as the Woodrow Wilson Bridge Improvement Study and the Capital Beltway Safety Team. She has also been a technical specialist, in the Office of Planning and Environment in Washington, D.C. While in the Office of Planning she provided training and technical assistance to State and local departments of transportation in Travel Demand Forecasting and other urban planning issues.
Ms. Curtis graduated from Villanova University with a Bachelor Degree in Civil Engineering in 1971. Upon graduation she joined the Federal Highway Administrations Junior Engineer Training Program.
She is the past secretary of the Transportation Research Boards Committee on Urban Transportation Data and Information Systems.
Ms. Curtis is the recipient of numerous awards and recognitions including the 2005 Richard D. Morgan Leadership Development Award, the 1993, 1994, 1996 and 1997 Regional Administrators Award for outstanding achievement and the 1994 Federal Highway Administrators Team Player Award. She also received the 1997 AASHTO Award for Distinguished Service for her work on the Lead States Anti-Icing and Roadway Weather Information Services Team.
