EDC - Geospatial Data Collaboration Initiative

The Federal Highway Administration (FHWA) has rolled out a second wave of innovations for its Every Day Counts (EDC) initiative, an effort focused on shortening the time needed to complete highway projects through the use of new technologies and innovative processes. In April, FHWA promoted 13 innovations to State, local, and regional transportation agencies, as well as to the design and construction industries. One of these initiatives was on Geospatial Data Collaboration. States are working with their FHWA Division Offices to develop implementation plans for the innovations. The initial interest from the States was due the beginning of June. FHWA is developing activities, including peer exchanges, for the upcoming year to assist States. PERFORMANCE BASED PLANNING

New PBPP Resources Available

FHWA has developed some new resources to assist our customers in preparing for performance based programs:

Regional Workshops on Performance Based Planning & Programming (PBPP) and Performance Management

Description: FHWA has been hosting these regional meetings to provide stakeholder participants with opportunities for regional peer dialogue and exchange on current practices in PBPP and performance management, as well as getting input to the development of the draft regulations.

Target Audience: Metropolitan Planning Organization (MPO) staff, DOT staff, transit agencies, AASHTO, AMPO, NADO, NARC, and APTA.

Outcomes: Build regional awareness and exchange of peer information on current practices in the region. Encourage regional collaboration on performance management and PBPP from all regional partners.

Delivery: Cambridge Systematics team facilitates discussion on various topics related to PBPP and transportation performance management.

Length: 1.5 days

FHWA Performance Based Planning Training Workshop

Description: This is a training workshop for state DOT and the MPOs within a state to learn the basics of performance based planning and focus on how they will develop and coordinate approaches on PBPP and performance management within their state. This workshop will also reference forthcoming guidebooks on best practices in PBPP and performance based long-range plans. Shorter webinars will also be available.

Outcomes: Build awareness and understanding of PBPP and transportation performance management within a state. Explain important linkages between PBPP and other required plans as well as help state, MPO, and transit partners discuss and work to develop action plans to implement PBPP under MAP-21.

Target Audience: MPOs, State DOTs planning staff, Regional Transportation Planning Organizations, Transit agencies

Delivery: FHWA’s Resource Center Planning Team.

Length: One day with customer option to add additional modules for in depth discussions on the second day.

Asset Sustainability Index: A Proposed Measure for Long-Term Performance

This Asset Sustainability Index (ASI) report examines the use of forward-looking metrics in Australia, Great Britain, and the private sector that measure the sustainability of infrastructure conditions. These metrics encourage a long-term, asset-management-based approach to managing infrastructure, not just to meet condition targets today, but to sustain those targets into the future.

The report also examines the asset management data and systems used in four States to determine if they could produce long-term sustainability metrics. U.S. agencies that have mature asset management systems can produce long-term metrics that provide insight into the future condition of transportation assets. Thus, sustainability metrics such as those used in Australia can be produced in the U.S. using available asset management systems.

The ASI is intended to provide the transportation community with additional perspectives on performance management as it considers how to integrate accountability, performance, and sustainability into U.S. transportation programs. Stategic Highway Research Program II (SHRP2) Assistance

FHWA announced that 34 States, the District of Columbia, and several FHWA Federal Lands Highway Divisions will participate in the initial round of the program to deploy six “SHRP2 Solutions.”

Transportation agencies across the Nation will put into practice one or more of these six SHRP2 products on 108 different transportation projects. The successful start to the deployment of “SHRP2 Solutions” demonstrates the high interest in these new technologies and innovations, and the willingness of transportation agencies to step up as early adopters.

FHWA is playing an important leadership role in implementing SHRP2. In addition to coordinating the implementation of these new products, FHWA will provide critical technical assistance, training, gather important lessons learned, facilitate peer-to-peer exchanges, and much more. Along with Every Day Counts, these SHRP2 activities will continue our long standing efforts as leaders in innovation within the transportation community.

Incorporating Greenhouse Gas Emissions into Transportation Planning and Decision Making

TRB’s SHRP2 program has released a project brief that summarizes the results of SHRP2 Capacity Project C09, Incorporating Greenhouse Gas Emissions into the Collaborative Decision-Making Process.

The products of this research project include Incorporating Greenhouse Gas Emissions into the Collaborative Decision-Making Process (SHRP2 Report S2-C09-RR-1), Practitioner’s Guide to Incorporating Greenhouse Gas Emissions into the Collaborative Decision-Making Process (SHRP2 Report S2-C09-RW-2), and the Transportation for Communities: Advancing Projects through Partnerships (TCAPP) website. TCAPP is organized around decision points in the planning, programming, environmental review, and permitting processes. Planning Transportation Projects for Better Environmental Outcomes

TRB’s SHRP2 has released a project brief that summarizes the SHRP2 reports An Ecological Approach to Integrating Conservation and Highway Planning: Volumes 1 and 2. The reports are intended to provide the structure and tools needed to implement integrated conservation plans and mitigation activities that transcend individual agency jurisdictional boundaries and encourages an outcome-based ecosystem approach to conservation.

TRANSIT

National Dialogue on Transit Provider Representation

The drafting of policy guidance to assist in the implementation of the Moving Ahead for Progress in the 21st Century law (MAP-21) is in full swing at U.S. DOT. In particular, FTA and FHWA will be publishing policy guidance on the new requirements for representation of providers of public transportation on MPOs that serve urbanized areas with a population greater than 200,000.

In advance of this publication, FTA conducted an On-Line Dialogue from March 5 through March 29, 2013 to seek feedback from stakeholders who have experience and knowledge of the topic and who will be affected by the new requirement. Visitors to the On-Line Dialogue were able to register online to provide ideas and comments, as well as vote on other users’ ideas and comments.

Through this forum, FTA received input from MPOs, local elected officials, transit agencies, and the general public. The level of participation was strong, with over 3000 visits to the site, 112 ideas submitted, 103 comments provided, and 776 votes on ideas. Commentators discussed the complex nature of MPOs and the advantages of providing flexibility for MPOs and transit providers to decide locally how to establish representation by providers of public transportation on an MPO.

The input received through the On-Line Dialogue was thoughtful and provided FTA with insights into how transit providers and MPOs currently work together, and how those relationships can be strengthened. As we draft proposed policy guidance, FTA and FHWA will consider the comments and ideas provided in the On-Line Dialogue. By taking this informal approach to gain input, it is anticipated that the proposed policy guidance will better enable MPOs and providers of public transportation to meet the requirements of MAP-21 in a way that reflects unique local conditions, existing relationships, and local governance issues, while giving transit providers representation on MPOs.

OPERATIONS

“One Stop Shopping” for Resources on Congestion and Transportation Demand Management

Several studies, desk references, and guidebooks have been developed over the past few years for the purpose of better integrating a wide variety of tools, methods, and approaches related to transportation management and operations, and congestion management into the planning process. In addition, the FHWA Office of Planning, working with the Office of Operations and the Volpe Center, has overseen the development of new resources specifically addressing transportation demand management (TDM) and ridesharing (including carsharing) programs.

It can be a major challenge to keep track of all of those resources and documents. As a result, the Transportation Planning Capacity Building website now offers another focus area page, “Congestion and Transportation Demand Management.” Besides making it easier for you to access the various reports and guidebooks, highlighting congestion management and TDM on one page of the capacity building website will lead to greater awareness and understanding of how these strategies can enhance the planning process. It will make the most of the existing transportation system and save money for transportation agencies that manage the system and the users who take advantage of it.

By the time this issue of the newsletter is released, two new reports should have been added to the focus area page. One report builds on the first ridesharing report (already posted on the focus area page), and discusses how ridesharing, and its cousin, carsharing, can support livability goals through innovative approaches. The second report summarizes case studies on how four MPOs have fully integrated and supported TDM through their respective planning and programming processes. Travel Time Reliability 2030: Innovations and Strategies for Today and Tomorrow

TRB’s SHRP2 has released a project brief that summarizes two SHRP2 projects. The first is Reliability Project L11 (Evaluating Alternative Operations Strategies to Improve Travel Time Reliability), which identified and evaluated strategies and tactics for improving travel time reliability for users of the roadway network in urban and rural areas. The second project was SHRP2 Reliability IDEA Project L15B (Proximity Information Resources for Special Events), which developed technology for automatically measuring pedestrian crowd metrics, including the size, movement, directionality, and density of crowds.


FINANCE

Fiscal Constraint “Tip Sheets” Now Available on Staffnet

Many of you participated in the May 21st Planning on the Web (POW) session on Advance Construction. During that session, you also heard about and had the opportunity to download the long-awaited Fiscal Constraint Tip Sheets, which are also available on the Office of Planning Staffnet. Each tip sheet describes a few key elements of a particular fiscal constraint topic. The tip sheets provide links to additional information and, for most, case studies or examples relevant to each topic.
The tips sheets address the following:

• Fiscal Constraint Basics
• Developing Cost Estimates
• Developing Revenue Forecasts
• Developing Year of Expenditure Estimates
• Fiscal Constraint and NEPA
• Review of STIPs and TIPs

While these documents are not intended for sharing directly with those external to FHWA and FTA, the information provided on them should be of use to quickly grasp and explain key principles of financial planning and fiscal constraint. They should also assist with locating publicly available financial case studies, resources, and other information relevant to fiscal constraint. These documents can also augment the information available in the financial planning chapters of the “Field Planner Guidebook.”

The FHWA Office of Innovative Program Delivery (IPD) has announced their webinars scheduled through August 7, 2013. Congestion Pricing: A Primer on Institutional Issues

FHWA just posted a new Primer on institutional issues that provide challenges to implementing congestion pricing strategies. The primer explores the types of institutional issues that are commonly encountered with priced lanes, zone-based pricing, and parking pricing programs. These issues include the up-front challenges of establishing leadership, meeting legislative requirements, and setting an organizational structure. Once the challenges are overcome, there are numerous institutional issues related to the planning process, public involvement, and implementation procedures. The primer examines these topics with the insights gained from case study applications around the U.S. and Europe. DATA

FHWA Request of Comments on New Survey

FHWA published a Notice in the Federal Register for comments on a U.S. DOT Survey on Projects of
National and Regional Significance (PNRS). Congress has not funded the PNRS under the U.S. DOT FY 2013 Appropriations. However, MAP-21 requires U.S. DOT to prepare a report to Congress not later than two years after the date of MAP-21’s enactment. The purpose of the report is to identify projects of national and regional significance that: (a) will significantly improve the performance of the Federal aid highway system, on a national basis, (b) are able to generate national economic benefits that reasonably exceed the costs of the projects, including increased access to jobs, labor, and other critical economic inputs, (c) reduce long-term congestion, including impacts in the State, region, and the U.S., and increase speed, reliability, and accessibility of the movement of people or freight, (d) improve transportation safety, including reducing transportation accidents, serious injuries, and fatalities, and (e) can be supported by an acceptable degree of non-Federal financial commitments. Assessing Roadway Traffic Count Duration Impacts on AADT Data Estimation Quality

Agencies rely on Annual Average Daily Traffic (AADT) values as a fundamental traffic data for a wide variety of programs. In practice, agencies use both long term continuous count and short term portable count programs to estimate AADT. The purpose of this Pooled Fund study is to gain an understanding of how short term traffic count durations affect estimated AADT compared with long term continuous counting programs, to understand how missing data from long term traffic monitoring data affects the AADT and understand how different frequencies of counting can effect AADT data on an annual basis. Updated Noise Barrier Inventory

FHWA has requested public comments on their intent to update the 2004 noise barrier inventory. Comments are requested by August 20, 2013. After review of the
‘‘Summary of Noise Barriers Constructed by December 31, 2004’’ document, any State DOT may request to delete, modify, or add information to any calendar year.
The previously distributed listing can be found at http://www.fhwa.dot.gov/environment/noise/noise_barriers/inventory/summary/sintro7.cfm. This
listing continues to be extremely useful in the management of the highway traffic noise program. An updated listing of noise barriers will be distributed nationally for use in the highway traffic noise program. It is anticipated that this information will be requested in 2014 (for noise barriers constructed in 2011, 2012, and 2013) and then again in 2017 (for noise barriers constructed in 2014, 2015, and 2016). Grace Period for 2008 Ozone NAAQS Ends

The one year conformity determinations grace period for 2008 Ozone NAAQS ended July 20, 2013. Conformity determinations on transportation plans and TIPs of the 2008 Ozone areas due by July 20, 2013, one year after the effective date of the non-attainment designation. Also, since EPA revoked the 1997 ozone NAAQS for transportation conformity, conformity for the 1997 ozone NAAQS will no longer apply after July 20, 2013. 2008 8-Hour Ozone Std. FAQs

FHWA Releases 2008 8-Hour Ozone standard Frequently Asked Questions. On May 14, 2013, FHWA released a set of Frequently Asked Questions (FAQs) related to implementing the 2008 8-hour ozone NAAQS. These FAQs address when conformity applies to the metropolitan transportation plan, TIP, at the project level, transitioning from the 1997 to 2008 ozone standard for areas in non-attainment or maintenance for both and how the planning process will be impacted by the transition to/from attainment. These FAQs were developed to respond to these and other questions FHWA had received about the 2008 8-hour ozone NAAQS. These FAQs are available on FHWA’s website.

CMAQ Interim Guidance

FHWA has issued Interim Guidance on CMAQ Operating Assistance under MAP-21 and it is now available on the MAP-21 website at http://www.fhwa.dot.gov/map21/guidance/guidecmaqoa.cfm and the CMAQ website at http://www.fhwa.dot.gov/environment/air_quality/cmaq/policy_and_guidance/cmaq13ig.cfm. The interim guidance will allow new transit and passenger rail service to “taper down” the last year of operating assistance over two additional years. This would give project sponsors the ability to spend three years of operating assistance over a five-year period (extended from the current three years) while the total operating assistance would still be capped at a three- year level. CTPP Updates

The 2006-2010 Census Transportation Planning Package (CTPP), which is the first CTPP with small area geography (TAZ and Census Tract) using the American Community Survey (ACS), is scheduled to be publicly released by AASHTO in August 2013 with an on-line data access system. The system will include simple mapping functions, as well as export of data to different formats including “.shp”. The proceedings from the TRB Conference “Using Census Data for Transportation Applications” held in October 2011 were published and are now available at http://onlinepubs.trb.org/onlinepubs/conf/CPW10.pdf.

AASHTO’s CTPP program has a new research project “Assessing the Utility of the 2006-2010 CTPP 5-year Data.” This research project will be conducted by Cambridge Systematics and will include Kevin Tierney, now an independent consultant. 2013 Census ACS Releases

The Census Bureau has announced that the 2012 ACS one-year estimates are planned for release on Thursday, September 19, 2013. The 2012 ACS one year estimates will be available for the nation, all States, the District of Columbia, Puerto Rico, every congressional district, every metropolitan area, and all counties and places with populations of 65,000 or more.

The 2010-2012 ACS three-year estimates, available for all one-year estimate geographies and counties and places with populations of 20,000 or more, are planned for release on Thursday, October 24, 2013.

The 2008-2012 ACS five-year estimates, available for all one-year estimate geographies and all counties and places, census tracts, ZIP Code Tabulation Areas (ZCTAs), and block groups, are planned for release on Thursday, December 5, 2013.

MPO Changes Underway in Michigan

A new MPO for the Midland Michigan region has begun their work on regional transportation planning issues. In early January 2013, Governor Rick Snyder officially designated the Midland MPO, which has since taken the name Midland Area Transportation Study (MATS). With the 2010 Census, the Midland urbanized area had a population of just over fifty-nine thousand (59,014), exceeding the urbanized area threshold of fifty-thousand and creating the need for an MPO. Midland was one of thirty-six new urbanized areas across the country resulting from the 2010 Census. This Spring, their technical and policy committees have begun meeting on a monthly basis. With the designation of MATS, there are now fourteen MPOs in Michigan. Formal acknowledgement of the new Midland MPO is being developed by the FHWA Michigan Division office with FTA Region 5.

Michigan also had one of their existing MPOs become a Transportation Management Area (TMA). Urbanized areas with populations greater than 200,000 as determined by the 2010 Census were designated as TMAs. The notice of TMAs was published in the Federal Register on July 18, 2012; there were twenty-seven new TMAs across the country. The newest TMA in Michigan is for the Kalamazoo area, with a 2010 Census urbanized area population of 209,703. With their status changed to that of a TMA, the Kalamazoo Area Transportation Study (KATS) is working on a Congestion Management Process for the region and will be subject to a Federal certification review of the region’s transportation planning process. Announcing the TPCB Innovative Project Feature!

The Transportation Planning Capacity Building (TPCB) Program now features innovative transportation planning projects, plans, and practices on the TPCB website. Highlighting successful projects on the TPCB website is a great way to showcase the excellent work by agencies in your state. Submitted projects should focus on planning but can be in a number of topic areas, including public involvement, multi-modalism, equity, and collaboration.

Northwestern University‘s Center for the Commercialization of Innovative Transportation Technologies has released the report “A Framework for Estimating Emissions of Freight Transportation Operations.” The framework sets out a methodology for estimating the emissions from freight operations using a software tool.

Freight Data Sharing Guidebook

TRB has posted the National Cooperative Freight Research Program Report 25: Freight Data Sharing Guidebook, which provides a series of guidelines for sharing freight data, primarily between public and private freight stakeholders.

The report identifies barriers and motivators to successful data sharing, offers guidelines for freight data sharing, and provides two successful case study examples. The report also provides examples of data sharing agreements. You can find the report at http://onlinepubs.trb.org/onlinepubs/ncfrp/ncfrp_rpt_025.pdf.

National Performance Management Research Data Set

FHWA is in the process of procuring a contract to collect this data set later this summer, based upon probe data. The travel time data set will provide both freight and passenger traffic for the National Highway System and select other facilities (approximately 220,000 centerline miles of road). Vehicle probe data will include time, date, direction, travel time, and location (segment id, route, State). Data will be provided for individual highway segments aggregated into five-minute periods for each segment. State DOTs or MPOs receiving federal transportation funds will have rights to the vehicle probe travel time data sets, to use in support of meeting any federal requirements related to performance indicators, measures and transportation program management. They will also have sufficient rights to the travel time vehicle probe data sets to disseminate the aggregated information to the public consistent with the organizations’ transportation planning, programming, management and operations responsibilities as they pertain to federal performance management requirements. There will be two webinars planned to introduce the data on Aug. 8, 2013, one at 11 a.m. for FHWA Division Offices and one at 1:00 p.m. with outhside partners. Tribal Planning Module Training

The Tribal Transportation Planning Module Training Series provides modules for eleven planning topics, and is designed to assist transportation professionals responsible for planning for the capital, operating, and maintenance needs on Tribal lands. The Tribal Planning Module Training Series is also designed as a resource for non-tribal planners who work with tribal agencies to improve awareness of unique tribal needs and interests. TMIP UPDATES

Activity Based Modeling Webinars

In 2013, the Travel Model Improvement Program (TMIP) is hosting two series of webinars. The first is on Activity Based (AB) Modeling. The target audience is transportation modelers with no prior experience in AB Modeling. The Program is now adding sessions on the MPO experience with implementing AB Models. The webinars will be:

FHWA PLANNING DISCIPLINE SPOTLIGHT

2012 FHWA Planning Discipline Award Recipients Named

The Planning Leadership Council (PLC) is pleased to announce the recipients and honorable mentions for the 2012 Planning Discipline Awards. The Planning Discipline Awards are held annually to recognize leadership within FHWA’s planning discipline. There are four award categories this year: Planner of the Year, Transportation Planning Collaboration, Transportation Planning Innovation, and Transportation Planning Lifetime Achievement. Nominations are submitted either by agency leaders or by peers for efforts from the previous year that demonstrate the best of the best for each of the award categories. As in years past, the PLC also selected several nominations as Honorable Mention because these efforts rose above average and deserve recognition.

The PLC chose to recognize four individuals for their Lifetime Achievement. Recipients of the Transportation Planning Lifetime Achievement Award have demonstrated accomplishments throughout their careers within the FHWA Planning Discipline and are considered valued resources for other planners in the agency.

Transportation Planning Lifetime Achievement Award

Robin K. Smith,
Community Planner, Office of Planning

Robin is recognized for her dedicated leadership, support, and insight into FHWA’s transportation planning program. Her dedication to FHWA includes over 33 years working within FHWA’s Planning Discipline. Robin’s career began with FHWA’s Master Planning Training Program. She then moved on to gain experience in the Division Offices (California and Colorado), and the Regional Offices (Region 9 – San Francisco and Region 8 - Denver), this then led to her current assignment in the Office of Planning, Environment and Realty as a member of the Oversight and Stewardship Team.

Texas Division

Mike is recognized as an innovative leader in the Texas Division Office. Mike brings focus, alignment and accountability to his staff of 11 employees, leading them in the effective stewardship of the planning program. Mike joined FHWA in 1976 and has had planning responsibilities in each of his appointments.

Joe is recognized for his role in pioneering many of the planning and air quality innovations for which the State of New York has gained national recognition. Scott is recognized as integral to the planning discipline within the State of Idaho and nationally as part of the FHWA planning discipline. Roxanne is recognized for her leadership with the Federal land management agencies in Alaska to develop a multi-agency long range transportation plan (LRTP) for Federal lands in the state. This innovative regional, multi-agency approach to long range transportation planning is the first of its kind and is an example for regional-level transportation planning across the country.

Jim Cheatham Departs!

After nearly 42 years of Federal service, James A. Cheatham, the Director for the FHWA Office of Planning (HEPP) in the Office of Planning, Environment, and Realty is retiring effective August 2, 2013. He has served in this capacity for almost six years. During this time, he led several major programs and assignments for HEPP including but not limited to implementing the statewide and metropolitan planning program, administering the Transportation Planning Capacity Building and Travel Model Improvement Programs, serving as the Planning Discipline Support Champion, overseeing the implementation of performance-based planning and programing, and facilitating the border/corridor program. His achievements also included the development of a framework for a performance based approach to planning and programming and the delivery of workshops to provide training and capacity building to field staff, State DOTs, MPO, and Federal stakeholders. Prior to leading HEPP, he served as the Division Administrator in Harrisburg, PA., the Division Administrator in the District of Columbia, and held several other positions around the country supporting planning and engineering. Please be sure to congratulate Jim on his upcoming retirement. We’re all going to miss him!

FHWA Planning Discipline SharePoint Site

The Planning Discipline Support SharePoint site was recently migrated to SharePoint 2010. The migration brought with it several changes, including a new site address. Before you read any further, click on this link and save it to your web browser! Note, it is only available inside FHWA’s firewall.
The migration to SharePoint 2010 brought other changes as well – a new look and several glitches. Fortunately, the glitches are fixable and are being repaired. The FHWA and FTA strive to provide the planning staff with current policy information, guidance, and an opportunity for dialogue on key programmatic issues. The “Let’s Talk Planning” (LTP) series of web meetings are information-sharing sessions for the FHWA and the FTA planners. These internal meetings are generally held the second Wednesday, every three months via webinar at 1 p.m. EST. Material from previous LTP sessions can be found on the FHWA Planning Discipline SharePoint site.

Planning On the Web Training Seminar Series

To help support the FHWA and FTA staff and promote continuous professional development of agency planners, the FHWA Resource Center is offering a series of internal web-based training seminars through an initiative known as “Planning on the Web” (POW). The POW training sessions are for the FHWA/FTA staff and will generally last 90 minutes to two hours.

Aug. 20, 2013 Conducting Effective Certification reviews Part II

If you cannot attend the POW session for a particular month, the presentations and other information resources are available on the FHWA Planning Discipline SharePoint Reference Library. An Outlook appointment for each session will be sent to the FHWA Field Planners’ e-mail group approximately three weeks before each session. We hope to “see” you at the next session and hear your feedback on the session, as well as future POW topics. If you have a topic that you think would be valuable to offer as a POW web-based training seminar, contact Lisa Randall, Ken Petty, or any member of the RC Planning Technical Service Team.

AICP Credit for FHWA Training and Webinars

FHWA staff and external partners who are members of the American Planning Association’s professional institute, the American Institute of Certified Planners (AICP), must complete continuing education to maintain their certification. AICP members must earn a total of 32 CM credits (1 hour = 1 CM credit) within their two-year reporting period. Now, in addition to NHI and Freight related training, FHWA will also be offering CM credits for more planning related training and webinars such as the Let’s Talk Planning and the Planning on the Web Series.

To find a list of the upcoming activities that will offer credits, check APA’s CM activities page. Members can add these activities to your self reporting log on the APA website.

FHWA Resource Center Expands

The FHWA Resource Center (RC) has made some changes to better serve our customers. The Planning Team is now the Planning and Freight Technical Services Team. The Environment Team has become the Environment and Realty Technical Services Team.

The FHWA RC Planning and Freight Technical Services Team has two additional team members joining in July 2013, Derek Miura and Vidya Mysore. Derek comes to FHWA from PTV America, a transportation planning and traffic engineering consulting firm, where he was a senior associate. Prior to this, he held other modeling/analytical positions with Florida DOT, Citilabs, and Michael Baker & Associates.

Derek has developed and taught modeling software training courses and also provided technical consulting on major projects, including the development of traffic simulation models for several regions, a port activity simulation model for the Port of Tacoma, and pricing and toll analyses for several corridors in Florida. He also is currently serving as a panel member for NCHRP 08-83, “Analytical Travel Forecasting Approaches for Project Planning and Design.” He joins Eric Pihl on the Resource Center’s Planning Team in delivering modeling- and analysis-related technical services to FHWA planners and state/MPO partners.

Vidya joins FHWA directly from the Florida Department of Transportation where most recently he was the program manager for the systems traffic modeling unit. In this capacity, he led FDOT’s passenger and freight modeling work, supported significant efforts to advance Florida’s freight program through the development of a supply chain-based statewide freight model, as well as initiated a truck fleet data probe project.

Vidya will provide analytical and modeling technical services to FHWA staff and external partners to help support MAP-21 freight requirements. He will also help support FHWA’s Freight Analysis Framework Freight Model Improvement Program and Freight Performance Measures, in coordination with the FHWA Office of Freight Management and Operations. If you have needs for technical assistance in either of these areas, please feel free to contact Derek Miura, derek.miura@dot.gov, Vidya Mysore, vidya.mysore@dot.gov, or the Team’s Manager, Lisa Randall, lisa.randall@dot.gov.

The RC Environment and Realty Team has added several staff. Marshall Wainright, the realty lead, joined the team about a year ago from the FHWA Office of Real Estate Services in headquarters where he worked for 11 years serving as the National Relocation Expert for the agency. Before joining the realty team, Michele Palicka worked in the Georgia Division for 13 years as the Division Realty Officer. She was responsible for the oversight of the Georgia Department of Transportation’s Right of Way Program, as well an environmental coordinator for a few Georgia Department of Transportation Districts. Chrisy Currier works part-time with the RC staff and part-time with the FHWA Texas Division where she is responsible for planning and environmental review oversight for a couple of TxDOT districts and two MPOs, and provides oversight and guidance for half of the TxDOT districts on right-of-way issues. Paul Posey, a realty intern in the Pathways Program, is a recent addition to the team.

The Realty Team provides customized training for State DOT’s and local governments on the Uniform Act, federal acquisition process, relocation, and environment and right-of-way linkages. They have been assisting FHWA and State DOT partners by participating in process and program reviews. The topics of the reviews range from outdoor advertising and administrative settlements to relocation and local public agency acquisition.
