Next PCEF Meeting
April 4, 2002
West Atlantic City, NJ
Attached is a copy of the agenda for the subject meeting, which will be held
on Thursday, April 4, 2002 at the Clarion Hotel, 8029 Black Horse Pike, West
Atlantic City, NJ. The hotel is located at the intersection of I-66 and State
Route 234. A block of rooms has been reserved under the name "FHWA Meeting" for
the single room rate of $59 per night plus 6% tax. This rate will be honored
until March 18, 2002. Attendees are requested to make their own reservations by
calling the hotel at 1-888-570-0100 or 609-641-3546.
All PCEF members with an Internet address will
receive these materials electronically. Hard copies will not be mailed to these
individuals. Those members without an Internet address who have an "**" next to
their name will receive a fax of the materials, and are requested to make the
information available as soon as possible to other non-Internet members on the
PCEF list.
If there are any problems with receiving the documents either electronically

Members are requested to review the subcommittee listings and consider
representation by their state or company as appropriate.
The attached agenda is supplemented as follows:
Production/Construction Subcommittee
Since Mr. Lalith Galagedera has left the area, we are now looking for another
subcommittee member to step in and chair this group. Members of that
subcommittee, or anyone else on the PCEF, are asked to please contact our office
before the next meeting regarding their interest. Per our recent meetings, this
group was attempting to survey the States regarding their priorities for various
issues related to the evaluation and acceptance of cracking in prestressed
concrete members.
Materials and QC/QA Subcommittee
We ask that each State have a designated representative at the meeting to
vote on formal adoption of the QC/QA guide specification for precast/prestressed
concrete products. Prior to this meeting, all States are asked to submit any
comments to Paul Finnerty or Bob Horwhat, so that they may be provide a final
ballot version of the document.
Due to previous discussions on the need for curing time requirements, each
State DOT contact person is again asked to provide specific comments at the
meeting on subsection 3.11 of the guideline.
Status Reports on Implementation of PCEF Bulb-T's and Use of HPC
State DOT representatives are asked to provide these status reports covering
the period since the last PCEF meeting (October 31, 2001).
Design Parameters Subcommittee
Since issues regarding strand pattern types were not covered at the last
meeting, the membership is again requested to review the proposal and provide
comments directly to Mr. Nagle by March 22nd. Copies of the proposal and
background material are attached for review by all committee members.
Standardization Subcommittee
States other than Maryland and Pennsylvania are again requested to respond
directly to Mr. Martin or Mr. Napier by March 22nd , regarding previously
distributed ballots for steel diaphragms and diaphragm spacing. Justification
for negative responses would be appreciated. An overhead projector can be made available if needed by any presenters.
Speakers anticipating making an electronic presentation are requested to either
supply us with a CD in advance of the meeting for loading onto a laptop
computer, or to bring their own laptop with the presentation. We will supply an
In-Focus projector.
We look forward to another successful turnout and to the active participation
of all attendees.
