| Attached
is a copy of the agenda for the subject meeting, which will be held on Thursday,
October 28, 2004. Please note that on the morning of the 28th, our group
will tour the Schuylkill Products, Inc. plant, located at 121 River Street,
Cressona, Pennsylvania (570-385-3240). Directions to the plant are attached
from Map Quest, with a link to zoom in to the area. At this time, we are
planning to start the tour at 8:00 AM and conclude at 11:30 AM. |

| The PCEF
meeting will begin at 12:30 PM and conclude by 5:30 PM at the Quality Inn
& Suites, located at 100 South Centre Street, Pottsville, Pennsylvania
(570-622-4600). Directions to the hotel are also attached from Map Quest.
Please note that after leaving I-81 at exit 124A, you must travel south
on Route 61. The map incorrectly notes travel to the north. A block of guest
rooms has been set aside for the night of October 27th for $55 plus tax.
The block will remain open until October 11th under the designation, “FHWA.”

| This
meeting announcement will be posted on the FHWA Resource Center’s
website with
a link to the PCEF Meetings. All PCEF members with an Internet address will
receive these materials electronically. Hard copies will not be mailed to
these individuals. Those members without an Internet address who have an
‘**’ next to their name will receive a fax of the materials.
All recipients of these materials are requested to make the information
available as soon as possible to other non-Internet members in their State
or Company. |

| Subcommittee
chairmen are again requested to convene their groups in advance of the meeting,
in order that we have substantial items to discuss. All members are requested
to review their previous copies of Subcommittee listings and consider participation
as appropriate. |
