is a copy of the agenda for the subject meeting, which will be held on Wednesday,
October 27, 2004, 1:00 to 5:30 PM, at the Hilton Inn in downtown Harrisburg,
Pennsylvania. As previously noted, our meeting has been scheduled after
the conclusion of the AASHTO/National Steel Bridge Alliance (NSBA) Steel
Bridge Collaboration meeting. The national meeting rotates among different
regions of the country, and is being held for the first time in the Mid-Atlantic
States region. This will allow more of the SCEF members to attend the Collaboration
meetings, who may not be able to otherwise, when those meeting are held
in other parts of the country. |

| We strongly
encourage SCEF members to attend as many of the Collaboration meetings as
possible. Structural Coatings Subcommittee members are requested to review
the current Collaboration document distributed for ballot, “Guide
Specification for Coating Systems with Zinc-rich Primers,” and attend
the Task Group 8 meeting to offer comments. Our regional group should be
prepared to take a position on this document. |

| Please
access the Collaboration’s website for details
about the scheduling of Task Group and General Session meetings, along with
information about lodging at the Hilton. A block of rooms has also been
reserved at Government rates at the Crowne Plaza hotel, located about a
block from the Hilton. |

| This meeting
announcement will be posted on the FHWA Resource Center’s website with a link to the SCEF
Meetings. All SCEF members with an Internet address will receive these materials
electronically. Hard copies will not be mailed to these individuals. Those
members without an Internet address who have an “**” next to
their name will receive a fax of the materials. All recipients of these
materials are requested to make the information available as soon as possible
to other non-Internet members in their State or Company. |

| If there
are any problems with receiving the documents either electronically or by
fax, please notify Mr. Melvin Harris at (410) 962-2773. Members are requested
to review their previous copies of Subcommittee listings and consider participation
as appropriate. |

| We look
forward to another successful turnout and to the active participation of
all attendees at the meeting. |
