Federal Emergency Management Agency (FEMA) - Region 7
Joseph A. Rachel graduated from the University of Albuquerque in New Mexico where he earned a degree in Business Administration. He joined the Federal Emergency Management Agency (FEMA) through the Management Intern Program in June of 1989. Upon completion of the program in June of 1991, he served as a member of the Regional Liaison staff. Mr. Rachel's responsibilities included monitoring the Regional Executive Direction Account to inform the Regional Directors, Deputy Regional Directors, and Administrative Officers on all financial matters affecting the regions.
In the fall of 1992 Mr. Rachel transferred to the Kansas City Regional Office where he was placed in the Mitigation Directorate as the Earthquake Program Manager. He provides technical support and leadership to the states in implementing the National Earthquake Preparedness Program. Mr. Rachel is involved with FEMA's Project Impact, an initiative challenging the country to undertake actions that protect families, businesses, and communities by reducing the effects disasters have on them.
