Myint Lwin is the retired State Bridge Engineer of the Washington State Department of Transportation. His office was responsible for the design, construction support, and preservation of the State and Interstate highway bridges and the inspection of the State ferry terminals. He has more than 30 years of experience in design, specifications, and construction of highway bridges and related structures. He holds a BSCE degree from the University of Rangoon, Burma, and he holds an MSCE degree from the University of Washington, Seattle, Washington. He is a registered Professional Engineer in Civil and Structural Engineering. He is the Chairman of the AASHTO Technical Committee on Loads and Load Distribution. He is the Vice Chairman of the AASHTO Technical Committee for Seismic Design (T-3). He is a member of the AASHTO T-3 Task Group tasked to rewrite the guide Specifications for Seismic Isolation Design. The rewritten Specifications have been adopted by the AASHTO Subcommittee on Bridges and Structures since 1997. He has authored or co-authored several papers in the use of High Performance Concrete and the applications of the new AASHTO LRFD Bridge Design Specifications. He is most notable for his contribution in the design and construction of concrete floating bridges. His famous quote is: If you are concerned about earthquakes, build floating bridges. Floating bridges are isolated from the ground by a large viscous isolation device–the lake!
