His professional experience includes: assistant civil engineer with Bureau of Residence and Urban Development in Taiwan, 1979-1980; civil engineer and senior civil engineer of Taiwan Power Company in Nuclear Power Division, 1980-1986; graduate resarch assistant of Virginia Transportation Research Council, 1987-1988; graduate research assistant of University of Virginia, 1988-1991; and highway engineer and research structural engineer of Federal Highway Administration.

The Turner-Fairbank Highway Research Center (TFHRC) is the primary research facility of Federal Highway Administration (FHWA). The center conducts vital highway research and development projects to solve the problems facing transportation engineers today, and to build better road for tomorrow. Dr. Yen works in hazard mitigation team of structures division. He has the technical responsibility to conduct the earthquake engineering research in the highway constructions. Currently, FHWA is cooperating with National Center for Earthquake Engineering Research (NCEER) to conduct a comprehensive seismic research program both in existing and new highway structures.

Dr. Yen has published many technical papers in the area of modal identification of bridges structures, non-destructive evaluation and testing, seismic design, shake-table test of bridge columns and bridge vibration tests, cable stress assessment of cable–stayed bridges.

Dr. Yen is the FHWA’s reprentative of National Earthquake Loss Reduction Program (NEP), and is a technical committee member of National Seismic Conference on Highway and Bridges. He is a member of American Society of Civil Engineering, a voting member for ASCE Seismic Rehabilitation of Buildings Committee. He serves a steering committee member of Mid-America Seismic Conference for Highways, and is a registered Professional Engineer of Virginia State.
