Mr. Kaspar received his M.S. degree in Civil Engineering, Structures, from the University of Illinois, Urbana-Champaign in 1964. He was employed by the Illinois Department of Transportation in August 1964. In 1985 he became Engineer of Bridge Design until his retirement in December 1998.
Mr. Kaspar is a registered Professional Engineer in Illinois. He is a member of the Illinois Society of Professional Engineers and the National Society of Professional Engineers. He is chairman of the ASTM Committee C13 and served as chairman of the AASHTO Rigid Culvert Liaison Committee. He is a member of the TRB Committee on Culverts and Hydraulic Structures and a member of the American Segmental Bridge Institute. He has co-authored several technical papers, including seismic retrofitting of bridge pier columns.
