Mr. Cooper serves as the Chief of the Structures Division, Office of Engineering Research and Development, for the Federal Highway Administration. He is responsible for the administrative leadership and technical guidance of the Division's research programs on bridges, tunnels, foundations, hydraulics, and related transportation structures. He is responsible for developing high priority areas of research for bridge asset management, structural high performance materials, and engineering applications, including topics related to corrosion protection, geotechnology, scour, and seismic design. He provides guidance to states, the Transportation Research Board, the National Cooperative Highway Research Program, and other federal agencies and international bodies in the development and conduct of research programs. Prior to Mr. Cooper's appointment, he served as a Civil Engineering Staff Specialist with a specialty in structural and geotechnical engineering for the Defense Nuclear Agency and as a research engineer with the Federal Highway Administration.
Mr. Cooper has authored or co-authored many research papers and is a member of several scientific and professional societies, including the Earthquake Engineering Research Institute and the American Society of Civil Engineers, where he served as Chairman of the Technical Council on Lifeline Earthquake Engineering Executive Committee, and is an honorary member of the Engineers Society of Western Pennsylvania. He serves as chairman of the Lifelines Subcommittee of the Federal Government's Interagency Committee of Seismic Safety in Construction, has served as a consultant of the Trans-European Motorway Project of the United Nations, and has consulted for several states. Mr. Cooper is a member of the International Bridge Conference Executive Committee. He is a registered Professional Engineer and a member of the National Society of Professional Engineers.
