Allen Masuda has 27 years of experience with FHWA. In June of 1998, he was promoted to the position of Division Administrator of the Missouri Division in Jefferson City. Before Missouri, he served 7 years as the Assistant Division Administrator and as a senior District Engineer in the Virginia Division. Other assignments included construction and materials engineer, design engineer, environmental engineer, and safety engineer which were located in Washington Headquarters, New Jersey, Arizona, Connecticut, Maryland, Oregon, and Texas. He is a 1974 graduate of the FHWA Highway Engineer Training program. He served 2 years in the United States Army as an assistant civil engineer.
Allen is a native of San Jose, California. He graduated from the Chico State University, in Chico, California with a bachelors degree in civil engineering in 1971.
