Coordinated Linear Infrastructure Projects - CLIPS
Tampa, Florida (Hillsborough River Greenway)

Abstract

The goal of Coordinated Linear Infrastructure Projects (CLIPS) is the preservation of greenways through the avoidance and minimization of ecosystem fragmentation through a voluntary, incentive-based program that encourages coordinated planning, siting, design, permitting, maintenance and financing of linear infrastructure corridors such as roadways, railways, powerlines, pipelines and trails. The proposed project will identify, and through the implementation of a CLIP in the Hillsborough River Greenway, demonstrate methods to site, design, permit, maintain and finance CLIPS corridors on local, regional, state, and national scales. CLIPS partners include the private and public sector, regulatory agencies, and citizens. The built and natural environments will benefit from the establishment of a network of corridors that minimize environmental impacts and habitat fragmentation and meet the economic development needs of growing communities through efficient transportation and community and system planning and preservation. CLIPS supports and enhances the TCSP goals of economic development and community preservation and provides an opportunity for transferability of this process as a national model for both rural and urban populations.
