Livable Communities Planning Model (Athens to Atlanta Multimodal Transportation Corridor)
Barrow, Oconee, and Clarke Counties, Georgia

Abstract

Develop a model planning process that results in a master plan for communities along the proposed commuter rail lines outside of the Atlanta metro area. This planning process will address sustainable development and livable communities in areas that are rapidly growing because of their proximity to the economic engine of the state - Atlanta, Georgia. The population of these counties is growing exponentially and they will benefit tremendously from such a planning process. The process will be developed around the communities along the northeast corridor which includes the Athens to Atlanta Commuter Rail Line and the State Route 316 Corridor (current daily traffic counts average between 67,000 and 87,000 vehicles per day). The process will later be applied to the Atlanta to Macon line and other commuter rail lines so that development and growth is addressed at a human scale and sprawl is avoided. However, applicability of the model planning process is not limited by geography or transportation type. The model can work nationwide.
