Highway 41/Rathdrum Prairie Land Use Integration Study/Master Plan
Kootenai County, Idaho

Abstract

The project consists of a comprehensive study/master plan of a portion of State Highway 41 and the potential effects of land use actions to the communities, transportation and pedestrian use in the right-of-way. Highway 41 has had an average 90% increase in traffic in eight years. At one intersection along Highway 41, the traffic volume has doubled. The master plan will facilitate communication between jurisdictions, provide public comment on future development along Highway 41, develop scenarios and strategies to keep Highway 41 as a virtually unobstructed transportation corridor, and provide local leadership with a framework for policy direction on the future of Highway 4 1. Results of the master plan will have an impact on both the rural and urban areas, which Highway 41 serves. These include the City of Post Falls with a population of 15,000, Kootenai County with a (rural) population of approximately 60,000, and the City of Rathdrum. with a population of 7,000. A significant portion of the local population and regional commerce rely on Highway 41 as a direct route to 1-90 and to North Kootenai County. The area has an average medium income of $23,000 per year, vs. the national average of $36,000 per year.
