River Parishes Transit Authority Transportation Coordination Plan
St. Charles, St. James and St. John the Baptist Parishes, Louisiana

Abstract

The three Louisiana Parishes of St. Charles, St. James and St. John the Baptist are located along the Mississippi River between the metropolitan areas of Baton Rouge, Houma and New Orleans. The Parishes have formed a River Region Caucus to use their combined resources to further common goals, including the creation of a regional transit system serving all three of the Parishes under the auspices of the River Parishes Transit Authority. The Parishes recognize their interdependent job, service and retail markets and envision an inter-parish system that coordinates existing transportation services among all of the parishes. The system will provide people and businesses improved access to goods and services and promote economic growth and access to jobs. The combined population of the three parishes is 111,546 and is a mix of urban, suburban and rural settings. The project proposed herein will set forth an action plan for coordination of existing services, determination of transit system needs for expansion and continual modification of local policies and practices that discourage use of public transportation. The proposal includes ongoing evaluation during the initial stages of operation of the coordinated system in order to ensure it is functioning as envisioned. Following is a summarization of the population contained in the Region as reported in the 1990 Census (unless otherwise noted).
