 | International Technology Center: An Integrated "Hub and Spoke" Transportation and Neighborhood Revitalization Strategy
Shreveport, Caddo Parish, LouisianaAbstractThe Northwest Louisiana Council of Governments is seeking funds to prepare a transportation, community and system preservation strategic plan to establish Shreveport's core inner-city neighborhoods as a regional technology and residential center (InterTech), modeling smart-growth collaborative regional planning principles. The area now designated as the InterTech was once a thriving industrial urban district, surrounded by neighborhoods whose residents provided the district's workforce. Both the district and the neighborhoods have experienced classic urban decay and require a comprehensive transportation and community revitalization and preservation plan. The subject area for this strategic plan will include 13 Targeted Neighborhoods totaling 28 square miles of inner city Shreveport. Each of these neighborhoods is eligible for Community Development Block Group funding with a high concentration of economically disadvantaged and minority residents. The goal of this project is to develop a land use and development plan promoting a "smart growth" regional strategy that will improve transportation efficiency and accessibility by utilizing current transportation systems, reducing urban sprawl, and increasing the livability standards in Shreveport's key inner city neighborhoods. This strategic plan will be the blueprint for a collaboration of neighborhood associations, government, and planning organizations to implement ways of easing traffic congestion, creating and preserving green spaces, and through the development of the InterTech Center, enhancing economic competitiveness.
