Making the Connection
Lowry Avenue Minneapolis, Minnesota

Abstract

Hennepin Community Works is submitting this proposal for funding an innovative, multi-jurisdictional project that demonstrates how multi-modal transportation can serve as the basis for community revitalization. This project will serve as a model for other urban communities who, like Minneapolis, are striving to keep their inter-city areas vital, livable communities. The goal of the project is the completion of a comprehensive corridor plan for the Lowry Corridor in north Minneapolis that improves the livability of this corridor by forming new connections to jobs and civic spaces. Utilizing smart growth principles, the plan will first enhance transit connections to the corridor, where unemployment is high, to the downtown Minneapolis employment center. Second, the plan will encourage the connection of civic spaces through bicycle and pedestrian facilities.

It is envisioned that the plan will serve as a framework for redevelopment and catalyst for private investment. The combination of infrastructure improvements, multi-modal transportation options, and private redevelopment will provide the 36,000 low- and medium- income residents with transportation alternatives and redirect energy away from the obsolete commercial uses found throughout this five-mile stretch of Lowry Avenue
