   

   | Innovation Through Sustainable Transportation And Land Use York Township, PennsylvaniaAbstractYork Township ("Township') has experienced significant growth in the past decade which has strained existing infrastructure beyond capacity, particularly transportation infrastructure. Public transit in the Township currently includes only route stops on the regional public bus system. The Township has five primary roadways running north-south with few connector roads. Rather than building more roads to ease congestion, the Township seeks to examine solutions including alternative transit and Travel Demand Management ("TDM') strategies; to identify strategies for the enhancement of public transit services; and to ease congestion on the roadways. The scope of impact which the increased growth has had on the Township reaches all areas including neighborhoods, commercial centers, infrastructure capacity, and overall growth management. Recently the Township has made a commitment to preserving open space and establishing greenways by pursuing the passage of ordinance to support open spaces and greenways. Through this process, the Township has realized that its needs have outgrown the existing comprehensive land use plan. The Township intends to design and implement a sustainable community plan that has transportation solutions as its priority, and also incorporates solutions to secondary goals as well (i.e., land use, schools). If funded, the Township will ensure the Sustainable Community Plan ("SCF) is consistent with, but expands the scope of, the existing comprehensive land use plan, as well as the regional growth plan of York County ("County"). As most of the communities in the region are struggling with the capacity demand increase that accompanies growth, the Township hopes to serve as a practical demonstration to neighboring communities of transportation and growth management solutions using the tenets of sustainable development as its foundation.
