Main Street Corridor Livable Communities Initiative

Abstract

Main Street is an eight-mile corridor that is the historic heart of the Houston region, linking several major,employment nodes including Downtown and the Medical Center and is the locus for over 250,000jobs. Over 95,000 people live along the corridor, running through the heart of Houston's Enhanced Enterprise Community Zone, many of whom face disadvantages in terms of work force skills and mobility. Currently over $2.5 billion in development is taking place in this Corridor.

The Main Street Corridor Planning and Research Project is an important opportunity to affect significant change and make a distinct and highly visible difference in the livability of the area through the creation of a signature corridor for the Houston region. The Main Street Planning and Research Project is a phased project intended to achieve strategically integrated, transportation and land use planning that will promote and encourage transit and pedestrian-oriented development, improve access to the corridor, explore ground-breaking implementation strategies, and institute innovative evaluation techniques. The first phase of this project has been funded by TCSP, 1999; this application requests funding for Phase 11 through TCSP 2000.

PHASE I will result in the development of a Planning and Implementation Framework, a Corridor Master Plan and an Evaluation Program to examine the process, product and short and long-term outcomes of the project. PHASE 11 will build upon and reinforce the groundwork laid by Phase 1. It will set the stage for project implementation through creation of Transit Stop Development Plans, development of implementation mechanisms (including funding) and creation of a GIS-based Land Development Model to assess the actual long-term economic, transportation, and land use impacts resulting from planning and implementation activities.

Through innovative collaborative partnerships, integrated land use planning, transportation and economic development strategies, the Main Street Corridor Planning and Research Project - Phase 11 will coordinate and leverage current and proposed infrastructure investments along the Corridor, in concert with substantial revitalization, to promote transit and pedestrian-oriented development, reduce automobile dependency, increase access to jobs, services and cultural amenities, and preserve community assets.
