TO THE ATTENTION OF: FHWA Division Office Transportation, Community, and System Preservation Program Contacts
The purpose of this message is to request applications for FY 2009 grant funding from the Transportation, Community, and System Preservation (TCSP) Program for projects identified by Congress. Section 1117 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) reauthorize the TCSP Program through FY 2009.
The first attachment lists the projects identified by Congress under the TCSP Program in FY 2009. These projects were referenced in the 2009 Omnibus Appropriations Act and specifically listed in the Joint Explanatory Statement accompanying the Act. The TCSP Program funding is expected to be reduced by an FY 2009 obligation limitation and/or any additional rescissions identified by Congress. The final award amounts are to be determined. Per Section 1117 of SAFETEA-LU, FY 2008 TCSP Program projects are subject to eligibility requirements and a matching requirement with a Federal share of 80 percent or subject to the sliding scale [23 USC 120(b)]. The amounts identified in the first attachment would represent the applicable Federal share.
Please work with the local recipient to submit a TCSP Program grant application by May 8, 2009 to Gary Jensen at email@example.com.To help us in preparing Congressional notification reports for the Office of the Secretary, please use the TCSP Program grant application [see the second attachment] to provide:
Information sufficient for us to identify the project and expected results,
Information about the work to be performed sufficient for us to compare it to the appropriations language,
Information about the eligibility of the project, and
Primary contact information for each project.
