Waterfront Redevelopment
City of Troy, New York

Abstract

This proposal requests $70,000 in TCSP funding to develop a Transportation and Land Use Study as a part of a $410,000 redevelopment planning process for South Troy's Working Waterfront. Taken together, these elements will address the needs of this long underutilized waterfront and facilitate the area's development as an appealing and efficient business, residential, cultural, and recreational center. TCSP funds will be used to inventory and analyze the existing land use pattern and transportation system, evaluate redevelopment alternatives, and identify and implement a series of compatible land use and transportation strategies and projects for the study area.

The City of Troy will use a unique combination of planning techniques including community workshops and visioning sessions, design charettes, and planning and architecture student involvement. The City will build upon collaborative working relationships with traditional and nontraditional partners including community-based, organizations and nonprofit agencies, as well as private, public, local, regional, County and State agency representatives.

The study area includes a Federal Enterprise Community, a New York State Economic Development Zone, Hudson River waterfront, a college, brownfields and other significant economic and natural features. The South Troy neighborhood has great potential for both job creation and sound urban land development, if the City can develop a plan which maximizes efficiency in transportation access while minimizing environmental and related impacts of the proposed redevelopment. Commitments have also been secured from the Capital District Transportation Committee and the Rensselaer Polytechnic Institute's Center for Infrastructure and Transportation Studies to provide technical assistance related to development of an appropriate short and long term evaluation.
