Design Dane Phase II
Madison, Wisconsin

Abstract

Due to the recently publicized high quality of life associated with Dane County and its central city of Madison1, the County's current population of 407,584 is projected to grow by nearly 100,000 (i.e. 25 percent) by the year 2020./ There will be significant land use and transportation impacts resulting from this change. This project is one of several local initiatives designed to efficiently guide and manage our projected growth. Design Dane Phase II is comprised of three interdependent "sub-projects" that together form a comprehensive response to the goals of the TCSP program. The first project, Designing a Community Impact Planning Approach, will provide Dane County communities with the tools necessary to thoroughly evaluate competing land development scenarios. A technical geographic model, standards, and a process will be designed to more efficiently present to decision makers the true costs and benefits of alternative growth patterns. The second project, Development Community Preserving Transportation Alternatives, will encourage the consideration of alternatives to simply adding more lanes when making improvements to roadways that are becoming congested. It will also facilitate better coordination between land use and transportation decision making in the communities along the roadway corridor. The third project, Facilitate Public-Private Station Area Planning, will design and implement transit-oriented development (TOD) projects that may be used as models for future development within our primary transit corridor. These TOD projects will be serviceable by both the current bus system and by whatever enhanced transit system is implemented in the future (e.g. dedicated busways with signal a pre-emption, light rail, or commuter rail).
