South Carolina Integrated Infrastructure Planning, Model Plan and Process

Abstract

This application is for the development and evaluation of a pilot planning model that integrates the State's disparate infrastructure planning activities into one plan and process at the regional level. Under this proposal, five key statewide plans affecting infrastructure development will be vertically linked through the preparation of one regional plan. Five regional councils of government (COG) will be selected to prepare their own regional plan using community input from varied technical, civic and governmental interest groups. As there are substantial differences among regions in the state, it is critical that the integration of these plans reflect each region's uniqueness and needs.

With funds from the TCSP, the five regional councils of government will examine separate areas of statewide interest including water and sewer, transportation, water quality, energy, and economic development. With the Division of Regional Development's assistance, each COG will identify major objectives of each state plan and prepare a regional implementation strategy. Each regional plan will examine current planning efforts, identify common themes, identify and harmonize incompatibilities and recommend solutions for linking infrastructure and economic policies.
