| This $500,000 TCSP grant will be used by Howard University for infrastructure improvement efforts, rehabilitation of distressed housing, and the design phase of a landscaping and lighting plan for the historic LeDroit Park neighborhood. The project will illustrate how a partnership between a university and neighborhood groups can develop physical improvements and financial incentives, which in turn can help spur the revitalization of a declining urban neighborhood. Prior to World War II, the neighborhood was home to many prominent African Americans, and it is listed on the National Register of Historic Places. By the 1970s, the area fell victim to crime, population turnover, and decay. The LeDroit Park Civic Association has for many years pursued the involvement of Howard University (which owns much of the blighted property) to implement revitalization efforts. The commitment has paid off in an unprecedented effort to provide public and private investment in LeDroit Park. The congressionally-chartered mortgage funder Fannie Mae and its foundation have already infused more than $24 million into Howard's Phase I drive to renovate residential properties, develop others, and to provide increased homeownership opportunities. Neighbors, campus employees, and public servants can buy these residences at below-market rates. Phases II and III will bring landscaping, safety, street upgrades, and business growth along a formerly bustling commercial corridor on Georgia Avenue, and will complete telecommunications wiring for the neighborhood.
