This $200,000 TCSP grant will examine the effectiveness of the "expert panel method" to develop consensus on land use impacts in two counties -- Montgomery County and Frederick County, Maryland -- adjoining the I-270 Corridor. The project is focusing on land use implications of major transportation projects, and is attempting to improve the link between land use and transportation planning for two counties that historically had very different histories of development.
TCSP project elements include public involvement, establishment of an oversight committee, hiring of a consultant, and work of the expert panel. The panel will identify land use changes induced by alternative highway and multi-modal projects, evaluate the degree to which the transportation alternatives support Maryland's Smart Growth objectives, and develop recommendations for land use/transportation strategies to further the Smart Growth program. The panel will also evaluate the process and techniques applied in their work for application to other corridors in the state. If a successful process is developed, it will be integrated into the NEPA/Project Planning process for other corridor studies where land use implications are potentially substantial.
