Houston, TX: Main Street Corridor Livable Communities (FY 1999/2000)

A TCSP grant of $435,500 will complete Phase II of the Main Street revitalization project, which was begun in FY 1999 with the completion of a master plan for the Main Street corridor. The planning effort focused on transportation and development strategies for the corridor, which is the historic commercial core of the region. The project is demonstrating the effectiveness of partnerships to affect development patterns in a region where typical land use controls such as zoning are nonexistent.

The master plan undertaken through the FY 1999 grant is intended to improve pedestrian and transit access, increase commercial and housing development, and coordinate development projects with transit along Main Street. The FY 2000 TCSP grant will expand the project scope to include some adjacent neighborhoods, create economic development node plans, design pilot projects, develop urban design guidelines, and perform project evaluations through public perception surveys and a land development model. The project is intended to strategically integrate transportation and land use planning, launch a process to change transportation and land development patterns, and alter the mindset of automobile dependency in the corridor. Various public and private partners are working together as part of the Main Street Coalition to create these development plans and coordinate investment.
