The Job Access and Reverse Commute Program

On June 9, 1998, the President signed into law PL 105-178, The Transportation Equity Act for the 21st Century (TEA-21) authorizing highway, highway safety, transit and other surface transportation programs for the next six years. TEA-21 builds on the initiatives established in the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA), which was the last major authorizing legislation for surface transportation. TEA-21 reaffirms the commitment to rebuilding America by providing a balanced investment in our highways, transit systems, and intermodal facilities, and provides almost $218 billion for surface transportation over 6 years. The bill protects America’s health and safety through increased safety initiatives, strengthens proven strategies to safeguard public health and the environment, and expands opportunity for all Americans through a new Job Access program.

Guidance for applying for Job Access Program funds has been completed and the Department of Transportation is eager to begin receiving proposals for funding these programs that will help Americans move from welfare to work. At the Job Access and Reverse Commute Listening Session, Secretary Slater and Federal Transit Administrator Gordon Linton will host a forum for introducing the new funding application guidance and for sharing the experiences of transportation and business professionals and community organizers, who have successfully planned and implemented transit, training, and hiring programs for people in transition from welfare to work. This interactive session also will offer audience participants an opportunity to ask questions about and comment on the new guidance, sharing ideas and opinions that could be considered for any necessary future amendments to the guidance.
