Name: Graphical User Interface for EPA's PART5 Model

The FHWA is seeking proposals from qualified programmers to develop a graphical user interface shell for inputting data into EPA's PART5 computer model. This shell would also include provisions for displaying the output data from the computer model computations. PART5 is a computer model written in the FORTRAN programming language to calculate emission rates for particulate matter, one of the criteria pollutants listed in the National Ambient Air Quality Standards. The current program accepts input from the analyst using online "screen editors" requiring the user to know the exact data field (from rows of 80 characters) in which the data is to be placed. This operation method is antiquated, cumbersome and increases the likelihood of inputting data in the incorrect data field.

With the advent of the Windows operating environment for personal computers, graphical user interface (GUI) designed inputs have been replacing the older screen editor input methods for years. The purpose of this project is to write a GUI program or "shell" that prompts the user for input, arranges the input data in the proper FORTRAN formats, runs the PART5 model, and displays the output in a clearly label tabular form which can easily be read, interpreted and printed for publications. There may be several program languages that could be used for this including Visual Basic which has been used for many similar applications.
